Job Title: Payroll and Total Rewards Manager

POSITION SUMMARY

The Payroll Administrator is responsible for the processing and accounting of all payroll activities, this will include the timely and accurate administration of the payroll generation process, completing all records and reports, ensuring compliance with all governmental and Kelberman regulations, recording and reconciling payroll transactions in the general ledger and acting as a finance department liaison to promote positive communications. In addition to managing Payroll, the Payroll and Total Rewards Manager will be responsible for compensation, benefits and leave management administration as well as maintaining data and reporting from HR systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Activities include but are not limited to the following:

Payroll

Manages the bi-weekly payroll process for the collection, entry, and verification of compensation data.
Performs payroll processing including creating supplemental payrolls, creating batches, importing information, printing checks, filing taxes, performing queries and validations, general ledger reports, reporting, check consolidations, and coordination of post payroll process.

Generate bi-weekly EHR (eVero) self-direction payroll reports and import/upload to the Payroll HRIS system.
Maintain data processing controls for the payroll system and review and recommend changes to the process where appropriate. Promotes and maintains system data integrity.
Conducts training, monitor compliance, and provides feedback for improvement.
Manage time and attendance information for employees within the payroll system for calculations of meals, overtime rules, shift differentials, holiday entitlement, and pay rates are applied correctly.
Review for the accuracy of employee allocations within payroll systems time and attendance.
Involvement in the month/year end close process, including reconciling general ledger accounts.
Oversees customer services with employees by researching questions and resolving issues.
Act as a liaison between Kelberman's payroll system and employees for payroll related inquiries.

Accounting

Records payroll journal entries into accounting software system.

Reconciles payroll related balance sheet accounts.

Post electronic and manual payments within appropriate software systems.

403B & HSS processing and recording in accounting software system.

Reconciles invoices from insurance companies and other third-party payors.

Respond to incoming correspondence as applicable.

Back up to other functions through the finance and HR department as deemed necessary.

  • Ensures compliance with all pertinent government and Center regulations and operating standards.
  • Participate in financial audits by independent auditors and external government agencies.
  • Participate in organizational activities that may include meetings, trainings and committees, and special projects.
  • Establish a work environment that creates positive communication and support between supervisors and employees and applicants, Assimilate new employees to Kelberman's culture, values, and mission.
  • Perform other related duties as assigned.

  • Ability to quickly learn the Center's HRIS, payroll management and similar computer applications.

EDUCATION AND EXPERIENCE

  • Bachelor's Degree in Accounting, Finance or Management preferred.
  • Minimum of 3-5 years of experience in payroll administration.
  • This position will work with Microsoft Excel on a regular basis. Advanced Excel experience preferred.
  • Must have a valid New York State Driver's License travel is required.
  • Must possess the ability to make independent decisions when circumstances are warranted.
  • This position does not have regular and substantial unsupervised or unrestricted physical contact with individuals receiving services and is not required by law to be fingerprinted for a criminal history record check under OPWDD (Office for People with Developmental Disabilities) and in coordination with the regulations of the NYS JC.

WORK ENVIRONMENT/HAZARDS

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate. Minimal risk of chemicals used in cleaning. Job related tasks do not involve exposure to blood, body fluids, or tissue and tasks are not a condition of employment. May have exposure to unpredictable individuals and situations when working at Kelberman sites. OSHA Exposure Category I.

PHYSICAL/MENTAL DEMANDS

Certain deadlines and unanticipated developments may require work during evenings, weekends.

Ability to quickly address any emergent issues without losing focus on task at hand.

The employee must have full sight and hearing with fluency in the English language. While performing the duties of this job, the employee is regularly required to talk or hear.

The employee frequently is required to stand, walk, and sit. Must be able to sit for long periods of time.

Constantly operates a computer and other office productivity machinery.

Must have the ability to lift up to 25 pounds at a time.

Ability to handle stressful and unpredictable situations.
