This is a temporary (i.e., approximately two-year term) position, and will telework 100% of work hours, consistent with HHS (Health and Human Services) telework policies. This position can work from any location in Texas. Telework status may be subject to change based on performance metrics.

Contract Administration Mgr I - Under the supervision of a Branch Director in the Substance Use Disorder Contract Management Unit (SUD CMU), the Contract Administration Manager performs advanced contract administration work and assists with daily operational oversight of the Substance Use Disorder Contracts Management Unit, which manages a book of business that includes 500+ contracts valued at over $350 Million per state fiscal year. The position assists with establishing goals, objectives, and procedures for the management/administration of substance use disorder contracts and coordinating and leading initiatives designed to strengthen contract management/administration functions. The position provides leadership within the unit and works under limited supervision with considerable latitude for the use of initiative and independent judgment to ensure unit goals are met. This position will assign work, supervise the work of others, and lead projects and initiatives.

This position works under pressure in a fast-paced, high demand unit that requires flexibility and adaptability to change


Essential Job Functions:
Assists with developing short and long-term goals and implementing strategies designed to strengthen contract management/administration functions with internal and external stakeholders and works collaboratively with HHSC divisions and management, contractors and stakeholders, organizations, and other state agencies on the development and management of unit procurements and contracts. (30%)

Engages, provides direction, and provides technical guidance to team members to promote the development and growth of future leadership staff. Assigns and supervises the work of others. The position is responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, approving leave, and managing and developing staff through review of performance data, consultation, training, and performance appraisal. May serve as a backup for peers and/or team members as needed. (30%)

Provides input on or develops standardized management/administration protocols, metrics, compliance guides, handbooks, or tools. Oversees development of contract monitoring tools and statewide substance use disorder contract monitoring activities. (20%)

Monitors contractor compliance with established regulations and standards and serves as the principal contract liaison between agency management, contractors, and other internal and external stakeholders. (15%)

Performs other duties as assigned, which may include, but are not limited to, reviewing and analyzing legislation related to procurement or contract management, serving as subject matter expert in assigned workgroups, and actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) or secure CTCM within 12 months.


Initial Selection Criteria:
Experience leading or managing a contract management team is required.
Bachelors from an accredited four-year college or university in a related field is preferred. Experience and education may be substituted for one another.
Experience with data and systems related to the work of SUD CMU such as SCOR, CAPPS Fin, BHSMS and CMBHS is preferred.
