General Overview of Position

Under administrative direction of the Mayor/City Administrator, directs and coordinates the City's human resources, benefits management, employee professional development, and collective bargaining activities. The incumbent plans, organizes and directs the HR Department, providing highly competent employees to promote desirable and adequate conditions of employment in the City departments. The incumbent is responsible for developing, implementing and administering the technical phases of human resource management including recruitment, selection and placement, position-classification and pay activities, employee training, benefits administration as well as worker's and unemployment compensation. Provides technical supervision to subordinates as well as participating in the formulation and execution of broad City personnel policies. Work involves frequent contact with employees, departmental officials and other groups on matters relating to HR administration and the resulting effects on department operations. Performs other work as requested or assigned.

Example of Duties & Responsibilities

City and Department Operations:

  • Provides consultation and recommendation with organizational structure and restructuring of departments.
  • Directs the formulation and administration of HR Department budget and expenditure transactions, including fiscal analysis and cost projections; identifies operational problems and formulates appropriate solutions; approves department operational expenditures.
  • Prepares resolutions and special reports to legislative bodies and boards/commissions;
  • Provide high-level professional expertise and consultation to City departments in the analysis and resolution of complex human resource issues and the formulation of responsive long-term strategies.
  • Provide support for Civil Service Commission and Police & Fire Commission.

Employee Relations:
  • Conduct and oversee investigations of employee complaints including those in violation of existing City ordinances and legal standards.
  • Interpret appropriate insurance policy coverages and work directly with carriers, claims managers and legal counsel in defense of claims.
  • Manage sensitive internal personnel matters
  • Resolve disputes
  • Provide oversight/consultation/approval of City-wide employee discipline in accordance with due process and existing disciplinary standards.

Labor Relations:
  • Directs overall City labor relations activities and functions as chief labor negotiator on behalf of the City; prepares proposals, trend external comparable data, meet with affected parties, represent City in mediation and interest arbitration; prepare documents for ratification; develop and authorize MOU's and side letters of agreement; administer labor contracts to include grievance resolution and defense of same at various grievance steps.
Employee Benefits:
  • Direct the activities surrounding employee sick leave utilization to include enforcement of existing rules of compliance, fitness-for-duty examinations, ADA accommodations, disability certifications, return to work programs, and FMLA benefits;
  • Administers the plan design for a city-wide, self-funded employee health system, develops policy related to the health benefits administration, works directly with consultants and brokers, utilizes metrics in evaluating claims utilization and making plan design recommendations. Oversees the City Wellness program of an on-site wellness clinic, educational programming, and wellness initiatives (HRA's, biometric screenings, fitness initiatives);
  • Oversee the City's self-funded worker's compensation program;
  • Oversee the City's unemployment benefits program;
  • Coordinate the occupational health and safety programs with City departments and the City's mutual insurance company;
  • Administers the City's Fringe Benefit Program such as gap insurance, life insurance, deferred compensation program, employee EAP, and tuition reimbursement offerings.
  • Work with brokers as appropriate.
Classification & Compensation:
  • Oversee the administration of the City's classification and compensation system;
  • Provide City-wide direction on matters involving FLSA issues;
  • Review reclassification and new position requests submitted to departments for recommendation;

Recruitment and Selection:
  • Directs all recruitment, screening, personnel transactions, online application tracking system, examinations, eligibility certifications, appointments, promotions, transfers, resignations, terminations and layoffs as allowed for under the Civil Service Rules and Regulations and under the authority of the Police and Fire Commission.
Interdepartmental
  • Provide direction, leadership, information and recommendations to staff on diverse programs, projects and improvements to services/procedures. Hire, train, assign, motivate, evaluate and hold accountable to standards.
  • Conducts needs assessments and monitors department programs.

Policy Development and Training

  • Oversee the development of human resource programs and policies, and their implementation and interpretation consistent with organizational objectives and governing federal, state and local laws (and ordinances);
  • Acts as the City's AA/EEO Officer to oversee the administration of related programs and policies;
  • Oversee and conduct employee in-service and management training;

Requirements

Education, Training and Experience Requirements:

  • Bachelor's Degree from an accredited college or university in personnel management, business or public administration, government or related field with a Master's degree preferred;
  • 8 - 10 years of progressively responsible experience in public personnel management, including two (2) years of experience at a supervisory level; or, an equivalent combination of training and experience.
Knowledge, Skill and Ability Requirements:
  • Knowledge of the governmental organization and of the essential characteristics, educational and training requirements of a wide variety of positions in public service.
  • Knowledge of ordinances and regulations applicable to personnel management and of civil service rules and regulations.
  • Ability to plan, organize and review the work of subordinate technical and supervisory personnel in a manner conducive to extracting full performance.
  • Ability to establish effective working relationships with subordinates and City officials.
  • Ability to communicate effectively both orally and in writing and to prepare comprehensive and coherent reports.
  • Ability to establish and implement policies and procedures.
  • Skill in the operation of modern office equipment.
Physical Requirements:
  • Task involves frequent walking, standing; some lifting and carrying objects of moderate weight (12-20 pounds).
  • Task involves the operation of vehicles, office, shop keyboard, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
Environmental Requirements:
  • Infrequent exposure to adverse environmental conditions.
Sensory Requirements:
  • Tasks require sound and visual perception and discrimination.
  • Oral and written communication ability.
  • Odor, depth and texture perception and discrimination.
Other Requirements:
  • Possession of a valid driver's license and a good driving record.
  • May be required to provide a personal vehicle for use on the job.
