The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps in employment and independence.

We are seeking an experienced and highly motivated individual to join our team as an Employment Services Policy Specialist with the Policy Administration.
  • This position is responsible for analyzing and interpreting federal and state laws governing 13 separate Workforce Employment and Training programs administered by the Division of Employment and Rehabilitation Services.
  • Such programs include: the Temporary Assistance for Needy Families (TANF) Jobs program; Employment Service (ES);
  • Supplemental Nutrition Assistance Employment & Training Career Advancement Network (SNAP CAN); Trade Adjustment Assistance, and programs authorized under the Workforce Innovation & Opportunity Act (WIOA).

Job Duties:
  • Analyze and interpret federal and state laws governing various Workforce Employment and Training programs; develop and maintain comprehensive policy and user guides for program staff; or assist in the development of various state plans for federal approval.
  • Provide technical assistance, policy interpretation, and guidance (including final determinations regarding Quality Assurance monitoring case review items), to program staff, training staff, and other stakeholders both public and private.
  • Develop redesign, and revise programmatic forms, pamphlets, and brochures.
  • Review federal and state legislation completing analysis for impact on the programs and providing recommendations.
  • Participate and contribute to special projects that may require learning and developing new program policies and procedures based on legislative or political changes.
  • Participate in meetings, work groups, committees, and conferences related to the various programs within Employment Services.
Knowledge, Skills & Abilities (KSAs):
  • Knowledge of state and federal laws, regulations, and policies and procedures governing DERS programs, in particular Employment Services programs.
  • Knowledge of federal and state legislative and rulemaking processes.
  • Knowledge of departmental rules, regulations, policies, and procedures.
  • Knowledge of principles of policy formulation, analysis, and evaluation.
  • Excellent oral and written communication skills.
  • Problem-solving skills including research and analytical skills.
  • Effective time management, organizational, and planning skills.
  • Program/project management skills.
  • Ability to manage multiple time sensitive, complex projects effectively and with attention to detail.
  • Ability to provide clear and effective guidance and direction regarding policies and procedures.
  • Ability to solve problems and arrive at sound, accurate judgments, and decisions.
  • Ability to effectively use a personal computer and related software for communication, word processing, spreadsheet creation and maintenance, and project management.
Selective Preference(s):
  • The ideal candidate would have at least three (3) years of programmatic work experience in the field of Employment Services or in any other areas of programmatic services offered by DERS.
Pre-Employment Requirements:
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • This position will require a current, valid Arizona Driver’s License. Travel will be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) and have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
