GENERAL SUMMARY OF DUTIES OF THE FIRE CHIEF

Oversees, plans, directs, and reviews the operations of the Fire Department including but not limited to providing Fire Suppression, Rescue / Extrication, Advanced Life Support Transport,

Emergency Medical Services, and Fire Prevention Services. Coordinates assigned activities with other City departments and outside agencies; provides highly responsible and complex administrative support to the City Manager. Provides direct supervision of the Deputy Fire Chief of Operations; as appropriate, may delegate duties listed below to the Deputy Fire Chief of

Operations.

SUPERVISION OF FIRE CHIEF

General supervision of the Fire Chief is provided by the City Manager and Deputy City Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES OF FIRE CHIEF

1. Adheres to and complies with the City of Mt. Juliet Personnel Manual.

2. Adheres to and complies with the Fire Department of Mt. Juliet Standard Operating
Guidelines (SOGs), Fire Chief’s Memos, E-Mail Directives, Inter-Local Agreements,
Mutual / Automatic Aid Agreements, etc.

3. Provides timely, accurate and thorough Performance Reviews for assigned employees; develops employees through coaching, feedback, delegation, and training.

4. Ensures Fire Suppression, Rescue / Extrication, Transport Emergency Medical
Services, and Fire Prevention Services (Emergency Medical Responder / EMT-Basic /
Advanced EMT) are provided in accordance with applicable State / National Standards and industry best practices.

5. Establishes policies and procedures to implement directives from the City Manager /
Deputy City Manager. Ensures that all policies, procedures, rules, regulations, and programs meet local, state, and federal guidelines.

6. Supervises and coordinates the preparation and presentation of an annual budget for the Fire Department. Controls the expenditures of departmental appropriations;
Implements, monitors, and controls department annual operating and capital budgets.

7. Meets with elected/appointed officials, emergency service leaders, community and business representatives, and public on all aspects of the Fire Department’s activities.

8. Plans and implements Fire Department goals and objectives; develops and administers policies and procedures; directs, oversees, and participates in the development of Fire
Department objectives and work plans.

9. Responds to major fire, rescue, emergency medical, and hazardous material scenes; serves as a member of the command team as needed; provides accurate public information to local news outlets as needed.

10. Reviews and/or delegates work assignments, projects, and programs; monitors workflow, and evaluates work products, methods, and procedures. Reviews departmental performance and effectiveness to alleviate deficiencies.

11. Plans for and reviews specifications for new or replacement equipment.

12. Monitors compliance of Fire Department personnel with internal and external training and certification requirements and confers with departmental staff and employees on personnel related issues.

13. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative functions, support systems, and internal reporting relationships; identifies opportunities for improvement and advises
City Manager; implements improvements.

14. Manages the selecting, training, motivating, evaluating, and disciplinary process of personnel; provides and/or coordinates staff training; works with department personnel and employees to correct deficiencies; oversees employee work schedules and payroll within assigned division.

15. Oversees the response to all complaints filed against Fire Department personnel and takes and/or approves appropriate action.

16. Uses departmental computer software to input, review, research, and obtain pertinent data/records.

17. Provides a weekly written report to the City Manager / Deputy City Manager.

OTHER DUTIES AND RESPONSIBILITIES OF THE FIRE CHIEF

1. Coordinates with City Legal Officials as needed.

2. Stays abreast of current trends in the areas of firefighting, fire prevention, emergency medical services, rescue, and emergency management.

3. Attends civic, professional, service, and community group meetings at schools, churches, and other public gatherings to explain the activities and functions of the Fire
Department to establish favorable public relations as needed. Evaluates the operations of a Public Fire Education Program for the public.

4. Serves on boards and committees as directed by the City Manager.

5. Responds to requests for information from City officials and staff, department personnel and the public as needed.

6. Coordinates activities and programs with other emergency service agencies and local law enforcement agencies as needed; abides by Mutual Aid/Automatic Aid Agreements.

7. Coordinates with the Mt. Juliet Police Department to ensure that communication functions are in working order for the department; participates in the selection of radio and communication equipment and ensures proper working order.

8. Performs other duties as assigned.

KNOWLEDGE OF:

  • International Fire Code as approved in City Ordinance.
  • International Building Code as approved in the City Ordinance.
  • Inspections & testing of fire alarm systems, sprinkler system application/operation, occupancy notification requirements.

EDUCATION AND KNOWLEDGE REQUIREMENTS OF THE FIRE CHIEF

EDUCATION / EXPERIENCE / BACKGROUND:

  • High School Diploma or GED.
  • Bachelor’s Degree from an accredited institution, with preference given to degrees in:

Fire Science, Public Administration, Organizational Management, BusinessAdministration, Public Administration, or other closely related field.

  • At least ten (15) years of progressively responsible fire service experience, with at least ten (10) years’ experience at a Command Level Position.
  • Any equivalent combination of fire service experience may be considered.
  • Successful completion of a comprehensive background investigation.
  • United States Citizen.

LICENSES AND CERTIFICATES:

  • Possession of a valid Tennessee driver’s license in good standing
  • Firefighter I (IFSAC / ProBoard)
  • Firefighter II (IFSAC / ProBoard)
  • Fire Inspector I (IFSAC / ProBoard)
  • Fire Instructor I (IFSAC / ProBoard)
  • Fire Officer I (IFSAC / ProBoard)

  • ICS 100, 200, 300, 400, 700, 800.
  • State of Tennessee Emergency Medical Technician License or higher. (Must be maintained as a condition of continued employment.)

PREFERRED EDUCATION / EXPERIENCE

  • Completion of a Master’s Degree or higher from an accredited college or university with an emphasis in Fire Science, Public Administration, Leadership, Organizational

Management, Business Administration, Public Administration, or other closely related field.

  • Center of Public Safety Excellence credentials (CFO, CTO, CEMSO)

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR FIRE CHIEF

KNOWLEDGE OF:

  • Modern principles, practices, and techniques of Firefighting, Rescue and Emergency

Medical Services.

  • Administration and management principles and processes involved in business and organizational planning, coordination, and execution. This includes strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods.
  • Use and operation of a wide variety of fire, motor, rescue, and auxiliary apparatus.
  • Fire hazard and prevention techniques.
  • Laws, rules, and regulations relating to fire control and prevention.
  • OSHA, ISO, and NFPA rules and regulations.
  • The geography of the City and surrounding area.
  • Incident Command System.

SKILL IN:

  • Conflict/problem resolution and diplomacy.

  • Sensory Requirements: Most tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, visual cues or signals and ability to communicate orally and in writing.
  • Environmental Factors: Work is performed in various indoor and outdoor settings including living quarters and office areas. Performance of essential functions may require exposure to adverse environmental conditions. This may include smoke and fumes, hazardous chemicals and materials, intense heat, electrical hazards, confined spaces or high workplaces, extremely loud noises, and disaster related hazards (natural or man-made). May work among people with emotional stress disorders, trauma, or contagious diseases.
  • Physical Ability: Ability to exert significant physical effort during heavy work, with greatest emphasis on climbing and balancing, but also involving some combination of frequent lifting, standing, walking (occasional uneven or slippery surfaces), bending, stooping, kneeling, crouching, crawling, carrying, and pulling or pushing of moderately to extremely heavy objects and materials (20-125 pounds); may occasionally involve even heavier objects and materials up to 200 pounds. Requires the ability to constantly be able to drive a specialized vehicle, use of fingers, ability to grasp, and flexible wrist motions. Must be able to wear assigned protective clothing and equipment.
