JOB SUMMARY
Position is responsible for establishing and maintaining an exemplary library media program at all grade levels aligned with state standards, other district curricula and student academic achievement goals. Administers program budget following approved district budget and purchasing procedures. Assists with designing and implementing library media programs at each school.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties of this position include the following tasks. Employees in this position perform some or all of the following tasks. Other duties may be assigned at any time.
  • Develops and implements district-level library media curriculum and instruction aligned with state standards, other district curricula and student academic achievement goals. Assists teachers and principals with developing library media programs at the individual school level.
  • Assists with hiring, developing schedules and assignments for and evaluating library media staff members.
  • Helps develop and then manages the district library media program budget. Regularly seeks and applies for applicable grant funding. Manages awarded grant funds and maintains all records required by the grant.
  • Works with principals and central administration in developing and/or improving library media acquisitions and purchasing procedures, physical displays, equipment and user services.
  • Researches available print and electronic media, which are aligned with district curricula and academic goals, for potential purchase and use in district library media centers. Establishes procedures for involving students, school staff, administrators and library media staff in evaluating and selecting library media materials.
  • Administers a centralized ordering and processing center for library media material purchases for K-6 schools in the district. Reviews requests for supplemental materials and makes recommendations regarding additional purchases.
  • With assistance from Computer Network Services, develops and implements policies for enhancing and expanding library media automation within the district. Researches and proposes purchases of latest equipment and software which will enhance and expand library automation. Researches, orders and maintains online library media databases for district schools. Develops and maintains library media websites for all schools in the district.
  • Acts as the liaison between individual schools and central administration regarding library media curriculum and services.
  • Develops bid specifications for the acquisition/purchase of library media materials. Helps evaluate actual bids for specific acquisitions/purchases.
  • Helps set standards for student behavior in all school library media centers.
  • Develops and implements policies and procedures to protect library media equipment, materials and facilities.
  • Supervises annual inventory of library media materials including lists of missing/lost books and other library materials and items to be repaired, replaced or discarded.
  • Demonstrates knowledge and understanding of all district policies and procedures.
  • Maintains consistent, daily and punctual attendance.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
Non-essential duties of this position include the following tasks. Employees in this position perform some or all of these tasks. Other duties may be assigned at any time.
  • Operates various office equipment including audio visual equipment/devices, telephones and photocopy machines.
  • Attends in-service trainings, staff meetings and other meetings as assigned. Attends professional growth activities related to job responsibilities.
  • Provides staff development activities for staff during in-service meetings when requested.
  • Serves on building and district committees and councils as assigned. Acts as a liaison to the Computer Network Services Department.
  • Communicates information about district, school and/or departmental policies and procedures to students, staff, parents and patrons.
  • Reports issues to the principal and the appropriate authorities including safety, sanitary and fire hazards, vandalism, thefts and errant wildlife.
OTHER REQUIREMENTS
  • Consistently follows all applicable federal and state laws and all district policies, rules and supervisor directions.
  • Observes ergonomics of sedentary office work including placement of computers and monitors, and sitting alignment.
  • Observes proper lifting techniques and other strategies to avoid accidents and personal injury while performing job duties.
  • Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Education and/or Experience: A Bachelor’s degree in Education Media, Curriculum and Instruction is required, a Master’s degree is preferred. Additional graduate work in administration, budget, curriculum and instruction is preferred. A valid Oregon teacher license with necessary endorsements is required. Five or more years of successful teaching experience and library work experience in public schools is required.
  • Interpersonal Skills: Works well with others from diverse backgrounds. Focuses on solving conflict, maintaining confidentiality, listening to others, keeping emotions under control, remaining open to others’ ideas and contributing to building a positive team spirit. Demonstrates the ability to remain calm and professional in an environment with frequent interruptions. Interacts with staff and students appropriately.
  • Language Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to calculate rates, ratios, percentages and proportions. Ability to read and interpret various charts, bar graphs and similar visual data depictions.
  • Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in oral, schedule or diagram form. Ability to deal with problems involving more than one variable.
  • Computer Skills: Ability to effectively use office computers and internet access for email, research, word processing, database manipulation, visual presentations and general web-based applications. Ability to use current databases and programs which directly support library media operations and services.
  • Other Skills and Abilities: Ability to exercise good judgment and work effectively in a dynamic environment.
  • Certificates, Licenses, Registrations: A valid Oregon Driver’s License is required. Must have or able to obtain various certificates, licenses and/or registrations as required by federal, state or local law(s) and/or determined by the district.

The work environment is a standard school office and library media settings. The noise level of the work environment is usually low to moderate, but occasionally high depending upon the location, the student population and current activities. The employee may occasionally be exposed to contagious diseases, bodily fluids and blood-borne pathogens.
