1. The Team of Experts on the Rule of Law and Sexual Violence in Conflict:

The United Nations (“UN”) Team of Experts on the Rule of Law and Sexual Violence in Conflict (“TOE”) was created by Security Council resolution 1888 (2009) to assist national authorities in strengthening the rule of law, with the aim of ensuring criminal accountability for perpetrators of conflict-related sexual violence (CRSV). This resolution recognized that CRSV is a threat to international peace and security, and that Member States affected by conflict need assistance to address impunity in order to prevent and deter future violations.

The Team is based at the UN Headquarters in New York and deploys regularly to some of the world’s most challenging contexts. It has a unique “co-lead” structure that includes members from several UN entities to enable the UN to deliver as one in assisting Member States to address CRSV. The Team is led by a Team Leader who reports to the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC), and currently comprises experts from the Department of Peace Operations (DPO), the Office of the United Nations High Commissioner for Human Rights (OHCHR), the Office of the SRSG-SVC and the United Nations Development Programme (UNDP), who each report to both the Team Leader and their respective entities.

The TOE provides assistance to national judicial authorities to address accountability for CRSV crimes and to strengthen the law enforcement and judicial response to CRSV crimes with the consent of the host State.

2. Engagement in Ukraine :
In May 2022, the Special Representative of the Secretary-General on Sexual Violence in Conflict (“SRSG-SVC”) signed on behalf of the UN, a Framework of Cooperation on the Prevention and Response to CRSV (“FOC”) with the Government of Ukraine. The FOC seeks to strengthen survivor-centered responses by supporting and reinforcing national mechanism and institutions.

In line with its mandate and with the terms of the FOC, the TOE has assisted the Government of Ukraine, including its Office of Prosecutor General, on criminal justice for conflict-related sexual violence crimes in Ukraine based on international humanitarian, international criminal and Ukrainian law. This has included capacity building for both Ukrainian prosecutors and police, strategic advice on the investigation and prosecution of cases of conflict-related sexual violence in accordance with due process of law, and legislative reform.

3. Objectives:

The TOE is seeking a technical consultant on Ukrainian criminal law and practice who has knowledge and familiarity of the Ukrainian criminal justice system; its applicable legal codes; and its case law. The consultant’s work will ultimately enhance the TOE’s ability to advise national authorities on the rule of law response to conflict-related sexual violence in an impartial manner and facilitate the Team’s communication and coordination with national authorities in Ukraine.

Advanced university degree (Master's degree or equivalent) in law.
A minimum of 5 years of professional work experience in law.
In-depth knowledge of the Ukrainian criminal justice system.
Excellent writing and analytical skills.
Ability to meet tight deadlines.

Fluency in written and spoken English. Fluency in written and spoken Ukrainian. Knowledge of Russian is desirable.
