Position: Assistant Director, Vulnerable Children and Migration
Location: Washington D.C. / Remote
FLSA Status: Exempt
Salary: NYC's minimum salary for this position is $78,600. This may be adjusted to reflect the cost of labor of a candidate’s work location, if outside of NYC.
Position Description
The Assistant Director, Vulnerable Children, and Migration, support UNICEF USA’s efforts to deepen our work with local governments to integrate newly-arrived children into local communities. Together with UNICEF and local organizations provides technical assistance to US communities to implement child-focused policies, practices, and programs and share best practices.
The Assistant Director reports to the Managing Director, U.S. Programs, and supports the Vice President of U.S. Programs to help realize the vision for UNICEF USA’s domestic engagement and child rights and wellbeing strategy to deepen our collaborative efforts in communities that are home to the most vulnerable children and youth in the U.S. The Assistant Director oversees efforts related to migration and integrating children into local communities including advising on influencing local policies to be child and family-friendly, and partners with local volunteers and supporters.
Community Engagement and Coalition Building (40%)
- Understand the local context of newly arrived families in communities, the general trends of migration, and how local communities and state government have historically handled resettlement and integration.
- Learn about services available to newly arrived individuals and families through community engagement with vulnerable families, local NGOs, municipal governments, and school districts. Learn about local efforts afforded to newcomers with opportunities to connect, integrate and foster community building to help families with children gain a sense of safety and security.
- Advocate for locally based and culturally relevant behavioral health supports and the removal of barriers so that families can access health coverage and services for children and youth who have experienced trauma as a result of migration and resettlement.
- Be a trusted partner that can make connections in local communities, regions, states, and nationally on the experiences of newly arrived families with children, their needs, promising practices, innovative approaches, and unmet needs in terms of policy and implementation.
Subject Matter Expert & Technical Assistance (40%)
- Be a trusted on-the-ground partner that can provide technical assistance on issues of policy, promising practices, and innovative approaches communities can take to welcome and integrate newly arrived families with children.
- Provide accurate information and policy advice to local partners in non-governmental organizations, faith-based organizations, municipal governments, and local school districts on the rights and responsibilities of communities in welcoming newly arrived families and children (e.g., health insurance, head start, and publicly funded childcare, access to public education, ESS, and translation services for parents and caregivers, access to adult ESS, housing assistance, legal services, etc.).
- Knowledgeable of national policies at the federal level and their implications at the state and local community level (e.g., Public Charge, ACA, DACA, etc.).
- Knowledgeable of state-level policies and implications at the local level.
Professional Learning (10%)
- Liaise with the Professional Learning & Leadership Development team to support each individual’s learning journey with the necessary awareness and knowledge to succeed.
- Commitment to Diversity, Equity, Inclusion, and Belonging in professional development and programs, to ensure an equity approach to our operations and volunteer engagement efforts.
Data stewardship, monitoring & performance reporting (10%)
- Contribute expertise and collaborate with colleagues in the development of UNICEF USA's strategic plan.
- Contribute to and support the planning of resources on an annual basis to support the work of the team.
- Responsible for monitoring volunteer engagement including both quantitative and qualitative measures of success. This will include oversight in the use of volunteer engagement data, analytics, and monitoring to track progress.
Qualifications:
- 6 years of relevant experience in international affairs & humanitarian response, program management, migration policy, and work with vulnerable populations.
- Knowledgeable of issues related to DACA, America Children’s Act, ICHIA, Public Charge, etc.
- Master's Degree in social work, international affairs, public policy, public administration, or social science.
- Experience in local or state government in policy or issue advocacy, coalition building, or community engagement with vulnerable or marginalized communities.
- Must have management, leadership, problem-solving, communication, and presentation skills.
- Excellent written, oral and presentation skills. Fluency in a second language is desired, but not required (e.g., Hmong, Spanish, Mandarin, Somali, etc.).
- Awareness of UNICEF program issues, child rights, child wellbeing, youth empowerment, and the use of public awareness and behavior change campaigns and advocacy to achieve policy change.
