The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings, and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

ODH is seeking a Researcher 3 to lead and provide critical data support to several programs in the Bureau of Child and Family Health. This position is the subject matter expert on Infant Hearing data and the HiTrack data system and interacts daily with the Children's Specialty Services team. This position also provides support to Birth Defects, Youth Risk Behavior/Youth Tobacco Survey and other programs as needed.
Hours: Mon – Fri 8:00am-5:00pm (Flexible)

What You'll Do:
Primary Job Duties:
- Designs and directs research projects.
- Provides recommendations to supervisor regarding methods to increase program effectiveness, improve evaluation efforts and other research opportunities.
- Coordinates data collection and data base management for BCFH research activities, including quality control.
- Monitors and provides analysis and interpretation of data, and compiles required data reports.
- Applies appropriate statistical analysis and methods using statistical computer software packages (e.g., SAS).
- Conducts and coordinates electronic data transmissions.
Additional Duties:
- Creates reports with computer software.
- Coordinates literature/Internet reviews, responds to information requests, and makes presentations to advisory councils, local and national professional organizations, and relevant advocacy groups.
- Reviews and analyzes issues to be researched.
- Provides statistical information and reports as needed for funding sources, advisory councils, local providers, and state and federal agencies.
- Develops and implements research projects.
- Assists BCFH management staff in developing and implementing performance measurement/results-based accountability processes and in the development and writing of grants and cooperative agreements for which research and/or program evaluation components are required.

Additional Qualifications:

- Bachelors or advanced degree in Statistics or Research related field
- Experience in developing and implementing evaluation instruments
- Experience in writing technical reports using health related data
- Experience with computer software (e.g., Access, Excel, PowerPoint)

- Experience conducting statistical analysis
- Experience working with statistical software (e.g., SAS, SPSS)

- Equivalent of Minimum Class Qualifications for Employment noted above.
Knowledge of supervisory principles/techniques*; employee training & development*; operational, mathematical, analytical &/or statistical methods used in problem solving or decision making. Skill in use of personal computer or video display terminal. Ability to deal with large number of variables & determine specific course of action; establish friendly atmosphere as lead worker; develop research tools & design projects; prepare meaningful, concise & accurate reports.
