CORE JOB FUNCTIONS

Evaluates, develops, recommends, and implements payroll policies, processes, and system enhancements designed to improve business processes within the department. Establishes internal controls to ensure the integrity of personnel and payroll data in all internal and external systems. Manages accounting functions and the preparation of reports including earnings, profit/losses, cash balances and cost accounting for Human Resources. Analyzes complex transactions, records of present and past operations, trends and costs, estimated and actual costs, administrative commitments and obligations incurred. Identifies issues, and works with internal operational teams to identify causes, assess risks, and implement plans to eliminate future occurrence. Conducts research, reporting analysis and special projects as requested. Ensures timely communication of changes to payroll policies, systems, and regulations to employees and customers. Provides internal communications, training, and guidance on payroll systems. Directs the Payroll and Accounting teams and provides training and evaluation to enhance performance, development and work product; Establishes a collaborative environment built on mutual trust and respect. Ensures team members are sufficiently trained to meet established service standards; cross-trains team members to promote a flexible and adaptable team and limit process failures. Oversees daily, monthly, quarterly and year-end payroll and accounting processes to ensure deadlines and goals are met. Participates in the monthly, quarterly, and annual financial close process. Engages in various audits, including meeting with third party auditors, developing strategies, and preparing documentation. Ensures accurate and timely payroll tax filings, as well as the preparation, mailing, and maintenance of the organization’s W2 reporting. Ensures accurate and compliant deductions from employees' wages for taxes, wage garnishment, health and life insurance, flexible spending accounts, and 403b investments. Maintains current knowledge of, and compliance with, applicable local, state, and federal wage laws and reporting requirements. Maintains accurate HR accounting records, including financial close and quarterly review process. Confirms accuracy of HR operating and financial reports.

Partners closely with HR leadership to develop and recommend changes and/or enhancements that improve accounting processes and internal controls. Interprets accounts and communicates details with senior HR leadership. Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures. Ensures employees are trained on the controls within the function and on University policy and procedures.

CORE QUALIFICATIONS

Education:

Master’s degree in relevant field

Certification and Licensing:

Certified Public Accountant (CPA)

Experience:

Minimum 7 years of relevant experience

  • Ability to compile, organize, interpret, and communicate accounting data and results concisely

  • Ability to analyze, organize and prioritize work under pressure while meeting deadlines
