Job Summary
The Operations Manager for Student Rights & Responsibilities assists and supports the Director of Student Rights & Responsibilities in the oversight and management of the student conduct process. Reporting to the Director of Student Rights & Responsibilities, the Operations Manager will help coordinate conduct hearings, maintain proper documentation related to conduct hearings, assist in teaching the BASICS class, provide support in the Alternative Dispute Resolution (ADR) process and support the Director with office support, budget assistance, travel assistance and program representation responsibilities. This individual will exercise independent judgment, discretion, and confidentiality, and utilize delegated authority to make and implement plans, decisions, and commitments in areas related to management policies and department operations.
The Operations Manager serves as the primary point of contact for departmental programs and has extensive involvement with the public, students, faculty, and staff. Position provides information, interprets, and applies rules and regulations, independently advises students, staff and/or public regarding program content, policies, procedures, and the student conduct process. This position requires working with diverse populations and supporting students and others dealing with sensitive topics such as sexual assault, abuse, violence, and discipline issues. The Operation Manager must have the ability to interact with students and others in a non-judgmental and empowering manner, with attention to detail and a customer service orientation.

Conditions of Employment
This is an Administrative Exempt position and is covered by EWU Policy 406- 01, Exempt Employment.

This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value, as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.
This position is covered by the Public School Employees’ Collective Bargaining Agreement.

Required Qualifications
  • Bachelor’s degree in Education, Psychology, Communication, or related field.
  • Two years of experience in student development OR equivalent education/experience.
  • Demonstrated strong interpersonal skills; successful experience serving as a program liaison with multiple internal and external entities would be one example of experience which would demonstrate strong interpersonal skills.
  • Demonstrated superior customer service skills including the ability to perceive needs and appropriately respond to highly diverse constituencies (students, faculty, state agencies, private practitioners, vendors, campus constituencies, administrators, etc.).
  • Assessing program needs and develop courses of action to carry out program activities.
  • Strong organizational skills demonstrated by work experience prioritizing within a complex work environment including overlapping job requirements, multiple deadlines, projects of varying complexity and duration, and meeting the needs of multiple individuals.
  • Interpreting, reviewing, and applying program specific policies, procedures, and regulations.
  • Other work experience directly relevant to the position which must be beyond entry level clerical work; review the job description for additional examples of programmatic work.
  • Demonstrated ability to develop, oversee, implement, and evaluate outcomes, and modify tasks.
  • Excellent written and verbal communications skills.
  • Demonstrated ability to develop and foster strong working relationships both within and external to the organization.
  • Demonstrated competency in computer skills including utilization of MS Office applications for word processing, records maintenance, development and use of forms, and calendar applications, with a willingness to learn platforms and applications as they emerge.
  • Demonstrated ability to apply a culturally responsive and flexible approach that is supportive to the diverse needs, including universal accessibility, of our students, faculty, staff, and the public.

Preferred Qualifications
  • Master’s degree in Education, Student Services Administration, Counseling or equivalent degree area or field.
  • Three or more years work experience in a higher education environment involving student support services.
  • One-year experience with Banner, Canvas, Maxient or similar educational software programs
  • Bilingual preferred.

Program Management
  • Coordinate case management for students involved in the student conduct process.
  • Serve as the primary point of contact for students involved in the student conduct process.
  • Review and adjudicate first offense alcohol or marijuana cases, as assigned.
  • Support the Alternative Dispute Resolution (ADR) process, as assigned.
  • Assist in the coordination of the EWU Student Disciplinary Council (SDC) hearing.
  • Maintain program files, student, faculty, and communication records in the Maxient Conduct Management system.
  • Perform outreach functions related to the office, campus and community partners.
  • Assist in teaching the BASICS Alcohol and Marijuana Education classes.
  • Monitor program budgets and expenses; track expenses; prepare reports related to programs’ fiscal status.
