Description
The Kentucky Department of Insurance regulates the Commonwealth's insurance market, licenses agents and other insurance professionals, monitors the financial condition of companies, educates consumers to make wise choices, and ensures Kentuckians are treated fairly in the marketplace.
The mission of the Division of Insurance Fraud Investigation is to protect the Commonwealth through conducting fair and impartial criminal investigations, and other related activities for the purpose of deterring insurance fraud. Insurance fraud harms the public through the increase of premiums paid for insurance coverage. By statute, it is a criminal act to engage in insurance fraud and criminal penalties are an important element in the prevention and/or deterrence of such crimes.
We are looking for a Procedures Development Specialist I to join our team of highly skilled professionals. As a Procedures Development Specialist I, you would analyze federal and state laws and regulations to determine the impact on the Market Conduct Program within the branch. Maintains information for the Special Investigative Unit (SIU) files of all operating insurers, relative to their anti-fraud plans and fraud requirements. Conducts reviews and studies of operational policies and procedures for defining program effectiveness. Provides technical assistance of program policies and procedures.

Responsibilities include, but are not limited to, the following:
- Coordinates the efforts to ensure the branch is in compliance with the anti-fraud plan and fraud requirement forms. Assist in investigations by reviewing investigative reports and providing feedback to leadership staff.
- Identifies changes needed to program regulations as the result of changes in federal or state statues. Responds to inquiries from clients, departmental staff, and other agencies to provide technical assistance in the interpretation of policies and procedures. Researches issues in response to inquiries and assists in preparing oral or written responses on compliance policy and anti-fraud plans.
- Serves as liaison with management to facilitate the administration of program policies and procedures. Writes instructional material and develops forms for the implementation or revision of specific policies and procedures.
- Provide training and serves as a resource to other administrative staff related to fraud plan compliance. Request, collect and analyze program data specific to the Branch.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field will substitute for the required education on a year-for-year basis.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
