Position Summary:

Sparksoft is a fast-growing woman-owned small business that provides innovative technical solutions to the federal government. We are seeking a Proposal Compliance Specialist who will collaborate with capture managers, proposal managers, volume leads, and proposal team members, to collectively create compliance matrices that thoroughly address all requirements outlined in government solicitations. The successful Proposal Compliance Specialist will utilize their expertise in solicitation responses to ensure the submission of compliant proposals, offering guidance and expertise to the proposal teams in addressing compliance-related matters. The Proposal Compliance Specialist will also play a crucial role within the proposal team, with the potential for growth into managing and leading other areas of the proposal and capture process. Other responsibilities of the Proposal Compliance Specialist will be auditing proposals, comparing them against compliance matrices, and identifying deficiencies of varying severity.

Responsibilities:

  • Lead and administer proposal compliance reviews.
  • Develop a Proposal Compliance Plan that incorporates corporate standards.
  • Establish, maintain, and update compliance policies and procedures in accordance with the Federal Acquisition Regulation (FAR).
  • Develop compliance matrices for all proposals.
  • Ensure all proposal are compliant before submitting.
  • Serve as the subject matter expert for compliance-related business practices for Sparksoft.
  • Develop, maintain, and update corporate compliance templates.
Requirements:

Required Skills:


  • Experience working within the government services industry.
  • Proficiency in guiding compliance audits for intricate government proposals that encompass both verbal presentations and written documentation during the submission process.
  • Familiarity with the arrangement and whereabouts of the customary sources of auditable requirements within a request for proposal, encompassing Sections L and M.
  • Capability to examine proposals by comparing them to compliance matrices, and detect deficiencies of different magnitudes.
  • Possessing exceptional abilities in verbal and written communication, enabling effective transmission of multi-step and interdependent tasks to capture teams, thereby ensuring efficient execution of captured efforts.

Education:


  • Must possess a B.S/B.A. degree in a relevant discipline.
