General Duty Statement

Performs responsible engineering technician work inspecting, investigating, drafting, administering, and designing public works projects. Collects, organizes, and analyzes data. Conducts surveys and writes reports. Operates and maintains land survey instruments. Maintains GIS data base and maps. Performs other related duties and responsibilities as required.

Additional information about this Position: The current vacancy is in the Right of Way Division of Public Works. The required work hours are 7:30am-4:00pm Monday-Friday and will report daily to the 899 Dale Street Office.

This position is required to balance a very dynamic work load and will review, create, process and issue permits for any work within the City of St. Paul Right of Way. Common permit types include Obstruction, Excavation, Heavy Loads, Sidewalk Café, and Special Events. Answering the permit desk hotline, greeting customers at the Public Works Permit Desk, and inspections of field work. This position works closely and in collaboration with Right of Way field personnel and many other departments within the city and other government entities.

Proficiency in spreadsheet applications and database programs such as Excel, Filemaker and AutoCAD experience is preferred. Customer and contractor communications and knowledge of construction industry protocol is essential to promptly triage and resolve permit related issues for Inspectors, Contractors, Managers and Co-workers. Knowledge of city ordinances, project specification language, ability to interpret construction plans, traffic control plans and geographical familiarity with the City is highly desirable.

The eligible list created from this job posting may be used to fill future vacancies in Sewer Utility, Bridge Engineering, Field Survey, Street Engineering and/or Traffic Engineering divisions. Future vacancies in these divisions will offer varied opportunities including, AutoCAD design, construction inspection, permitting and/or field survey work.

Requirements

Twenty semester credits in courses acceptable toward an undergraduate degree in Civil Engineering as offered by the U of M or equivalent; and two years of experience as a PW Technician I or equivalent.

Additional years of qualifying experience may be substituted for up to ten education credits. One year of experience equals 3 1/3 education credits.

Selection Process Information

Assessment: Qualifications Rating

The Qualifications Rating is an assessment of your completed application, answers to the Supplemental Questionnaire, and your resume. Be as specific and detailed as possible in completing your application and any attachments. You must submit your completed application, supplemental questionnaire and any attachments by the application deadline.

GENERAL INFORMATION:

Eligible Lists created from Open Job Posting: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Non-promotion eligible lists typically are pass/fail and promotion eligible lists are typically ranked. If the open eligible list created contains a veteran, one open list will exist. When there are no veterans remaining on the eligible list (i.e. hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list. If two lists exist, the promotion list must be exhausted before the open list is considered.

Final Selection Process: Those who pass will be placed on an eligible list for approximately six months and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
