Why does the job exist?

This position is responsible for purchasing of all vehicles and management of the Department's Fleet to include; purchasing, outfitting, transfer, disposal, repairs, inspection of all vehicle logs, and capital asset management. In addition this position is responsible for managing the all uniform clothing allotment requests made from department staff. Create, track and maintain all purchases for the Department to include annual vehicle orders for all Department staff and uniform allotments. This position must also work with the Law Enforcement Division to properly outfit new Game and Fish Warden Recruits. This position will also serve as backup to all functions in the Procurement Section of the Administrative Services Division.

How does it get done?

Responsibilities includes annual vehicle orders for all department divisions. They must also maintain accurate records for employee uniform allotments, reconciling all allotments monthly to insure accurate records and operating within budgetary constraints. They must independently work with multiple vendors to assure delivery of ordered items. Independently determine if purchase orders will fall within budgetary constraints and communicate that to appropriate staff. They must be able to assess the appropriateness of uniform requests and insure that they adhere to department policies.
Administer the department¿s vehicle fleet: This position is responsible for managing the annual vehicle order process for the department. This person will also organize and manage the disposal of department vehicles through auctions or other approved disposal methods. This includes working with all Divisions to determine vehicle replacement needs, replacement requirements, working with the State Purchasing Division to coordinate department vehicle needs in the procurement/bid process, outfitting all vehicles with appropriate gear and distribution and collection of vehicles at the headquarters as appropriate. The incumbent must utilize price agreements or bids to outfit vehicles. Fleet management duties also include monitoring vehicle use, mpg, and fuel purchases, maintain vehicle titles. The incumbent is also responsible for payment of the department's monthly vehicle fuel bill, auditing vehicle logs, fuel exception report, handling recall notices and reconciling driver and gas cards and vehicle radio (portable and mobile) inventory. The incumbent will also manage the defensive driving certificates (DDC) for expiration date and renewal along with any other agency vehicle reporting as requested.
This position will create, manage, and implement any necessary price agreements, contracts, or encumbrances necessary to expedite purchasing of uniform items, equipment, trucks and accessories, and miscellaneous items using the State of NM 'SHARE' Financial System. The position is the back up to the Procurement Manager and the Contracts Specialist. This position will also be required to attend state procurement training as necessary to include Chief Procurement Officer training in order to be certified as a backup.
This position will perform all other duties as assigned pursuant to the mission of the Administrative Services Division, including financial support for the Division.

Purchasing Agent/Fleet Manager will work with employees within the Department of Game and Fish and with external suppliers & vendors throughout the country.

Ideal Candidate

The ideal candidate will have:
  • Three (3) experience using SHARE Financial (FIN);
  • Proficiency with Microsoft Office Suite such as Excel (including Pivot Tables), Word and Outlook;
  • Strong customer service and negotiation skills.

Minimum Qualification

Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Substitutions Apply. See Substitution Table below.

Employment Requirements

Pre-employment background investigation is required and is conditional pending results. Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs. Seasonal irregular hours, occasional overtime and weekend work required.
