Primary Responsibilities
HDR is looking for a Resident Project Representative (RPR) to perform Contract Administration (CA) and Quality Assurance (QA) inspection on heavy civil construction activities in Plaquemines Parish, Louisiana. The ideal candidate will have previous CA and QA experience with floating plant marine activities including pile driving and placement of rip-rap, as well as dry construction activities including site dewatering and mass excavation, riverine protection structures including earthen levees and T-walls, reinforced concrete gated structures, cellular cofferdam structures, mass concrete structures, hydraulic steel structures (gates) and Deep Mixing Method ground improvement.
The Resident Project Representative will be responsible for construction observation and documentation for general conformance with the construction contract and will be expected to lead a QA staff consisting of additional inspectors. On a day-to-day basis, the RPR will be expected to:
- Work with general supervision from the Resident Engineer
- Maintain accurate daily record of construction site conditions and activities; significant events, issues, or problems; and communications between parties
- Photograph construction progress and catalog photos for future reference
- Produce required reports on Contractor’s progress, quality, schedule, and budget status
- Review Contractor pay requests, including stored materials
- Work with the Resident Engineer to evaluate project schedules and prepare status reports
- Attend coordination meetings and regular construction progress meetings with the Owner and the Contractor
- Possess a fundamental understanding of contracts and familiarity with codes and laws governing construction
- Additional duties may require coordination and supervision of construction materials testing and Special Inspections services
Required Qualifications
- Bachelor's degree in Engineering, Construction Technology, or combination of education and relevant experience
- A minimum of 5 years progressive construction experience on multidisciplinary projects
- Must have a fundamental understanding of contracts and familiarity with codes and laws governing construction
- Must possess the ability to read and interpret construction drawings and specifications and identify discrepancies or conflicts within documents
- Must be able to work in a team environment
- Must be computer literate, experience with Microsoft Office, Primavera, or related construction packages
- An attitude and commitment to being an active participant of our employee-owned culture is a must
Preferred Qualifications
- 15 years progressive construction experience on multidisciplinary projects
- Previous experience as a Resident Engineer, Lead RPR, Lead Inspector or Construction Superintendent preferred
- Experience with Microsoft Project, Primavera, or similar software packages used on design and construction projects is a plus
- Previous experience using Fieldbook by HeadLight, or similar smart device reporting app for construction observation & daily reports
- ACI and/or USACE Certifications (Civil, Earthwork, Structural)
- USACE CQM-C Certification (Construction Quality Management for Contractors)
- Heavy Civil construction experience either as a Contractor or as a Consultant
- Must have experience with preparing Daily Inspection Reports, Nonconformance Notifications, and other reports or documentation
- Must have experience with construction scheduling, cost controls, and quality (quality control/quality assurance)
- Must have thorough knowledge of materials, methods and equipment used on multi-disciplinary construction projects
- Must be able to read and interpret construction drawings and specifications and identify discrepancies or conflicts within documents
- Must have a willingness to adhere to all HDR and OSHA safety policies/standards. Must possess or be willing to acquire OSHA 10-Hour construction safety certification
- Must be computer literate, and have experience with Microsoft Office
- Ability to work independently and as part of a team.
