Tacoma Wateris seeking a Source Water and Treatment Operations (SWAT Ops) Manager. This position is a senior leader in Tacoma Water reporting directly to the Water Superintendent and serving alongside the Deputy Superintendent and four other Water division managers to guide utility operations and strategic direction. This position manages the Source Water & Treatment Operations section, which is responsible for water treatment and system operations at Tacoma Water. More specifically, this includes overseeing and directing water treatment and water control operations, watershed operations, environmental compliance, environmental stewardship, and the cross-connection control programs. This position also oversees protection of Tacoma Water's Green River supply and groundwater sources, is responsible for ensuring federal and state drinking water regulatory compliance, and represents TPU and Tacoma Water on key federal programs.

RESPONSIBILITIES INCLUDE:

  • Develop and implement strategic direction, prioritize, and guide Tacoma Water programs and initiatives, develop approaches and implement City Council, Public Utility Board and TPU directives, policies, and initiatives as part of the Water Management Team
  • Provide vision, leadership, and direction to the SWAT Ops section, including the five workgroups: treatment operations, systems operations, quality assurance, watershed operations, and environmental stewardship. The 35-40 person SWAT Ops team operates from two different work sites, approximately 30 miles apart, commonly referred to as Headworks (water treatment plant and watershed operations) and in-town (Tacoma)
  • Safely and effectively protect source water quality within the 231 square mile Green River Watershed and within wellhead protection areas for the City's groundwater supply
  • Safely and effectively operate the 150 million gallons per day (MGD) (Direct filtration/90-MGD (conventional filtration) Green River Filtration Facility, chemical feed systems, and ozonation facilities for surface water treatment; and treatment facilities for 40-MGD (sustained) groundwater treatment
  • Operate system wells, reservoirs, pump stations, valves, and other water system assets to provide treated water to meet retail and wholesale customer and partner utility needs and fire flow requirements
  • Monitor the quality of all water sources in compliance with regulatory requirements, and assure timely reporting of results to regulatory agenizes and customers
  • Ensure compliance with state and federal drinking water standards
  • Provide senior level management and non-federal sponsor coordination of the Howard A. Hanson Dam (HHD) Additional Water Storage Project and the Howard Hanson Dam Forecast Informed Reservoir Operations (FIRO) Assessment
  • Develop and maintain relations with tribal leaders and staff, regulatory personnel, watershed landowners, and other interested stakeholders
  • Develop and monitor the section's biennial budget and participate with the Water Management Team in the budget developmental process
  • Implement timely hiring and recruitment actions to ensure adequate staffing within SWAT Ops and ensure that hiring, disciplinary, and supervisor practices are conducted in accordance with City policies, procedures, collective bargaining agreements, and leadership principles

Qualifications

Minimum Education*
Bachelor's Degree in engineering, business or public administration or directly related field.

Minimum Experience*
7 years of experience in environmental engineering, water treatment or distribution including 2 years prior as supervisor or manager.

*Equivalency: 1 year of experience = 1 year of education

Licensing, Certifications and Other Requirements
Washington State Driver's License
Water Distribution Manager 3 Certification desired
