Job Duties

VDOT’s Salem District Accounting Section is seeking an Accounting Specialist to perform a full range of accounting functions in accordance with federal, state, and agency policies/procedures and GAAP. Responsibilities will include accounts receivable, accounts payable, cash receipts, general ledger, and performing reconciliations. The Accounting Specialist will ensure accounts receivables for the district are processed timely and accurately. In addition to processing accounts receivable transactions, this position will review reports on a regular basis to monitor the collection process, and will work with customers to facilitate payments, provide requested documentation, and explain processes as needed. The Accounting Specialist will audit and perform final district approval for accounts payable expenditures, and will audit and approve travel and expenses related to vouchers. This position will also provide backup administrative and technical support, customer service, and guidance in these areas. The incumbent will be expected to promote and exemplify VDOT values, Extraordinary Customer Service and Teamwork. Other responsibilities will include, but are not limited to preparing weekly and various ad hoc reports, responding to inquiries from the general public, internal and external customers; providing requested information or referrals to appropriate personnel; interpreting and following established policies and procedures; and providing technical guidance to section and residency personnel on fiscal matters.

Minimum Qualifications

Working knowledge of GAAP and practices including internal controls, general
accounting functions and related policies and procedures; Considerable working
knowledge of accounts payable, cash receipts, accounts receivable, general ledger and
account reconciliations. Considerable knowledge of MS Excel, Word and automated
financial systems (preferably PeopleSoft.) Ability to multitask in high pace office working
with detailed information on a consistent basis. Demonstrated ability to research,
reconciles, analyze and evaluate data. Demonstrated ability to explain and apply policies
and procedures. Communicates effectively both orally and in writing to include
developing positive relationships. Ability to prioritize and organize work; to work
independently and within time frames to meet deadlines; Must be a team player and
exhibit extraordinary customer service. Valid Driver’s License required.

Preferred Qualifications:

College degree or coursework in accounting or business related field. Demonstrated
experience with government and/or fund accounting. Experience processing high
volume of Accounts Receivable and collection efforts. Knowledge of insurance industry
practices. Experience providing technical guidance on fiscal matters.
