About the Mission You Will Join:

The Information Technology (IT) and electronic systems engineering, operations, and support capabilities that NIWC Atlantic provides has a long history in the Continental United States (CONUS) regions. NIWC Atlantic history dates back more than 45 years with connections to some of the Navy’s first electronic systems and information technology activities along the East Coast. Over time the mission, name, and locations have expanded Outside the Continental United States (OCONUS) – have changed to keep up with ever-changing technologies, budgeting constraints of the Department of Defense (DoD) and needs of the warfighter.

The Department of the Navy’s NIWC Atlantic Program Management Competency provides a diverse range of Program/Information Management and Information Technology (IM/IT) support services to multiple federal organizations, including the DHA. Specific to the Cyber Engineering services support to the DHA, NIWC Atlantic employs a system engineering approach to conceive, design, develop, verify and validate cybersecurity insertion into DHA Information Systems. This opportunity will support the NIWC Atlantic DHA specific “Horizontal Integrated Cyber Plan of Attack". Providing a rapid response approach to DHA's day to day cyber requirements.

Your Impact to the Mission:

VMD seeks highly skilled C4ISR Systems Engineer to support systems analysis and engineering management activities. The ideal candidate will possess a broad range of technical knowledge and expertise, as well as extensive hands-on experience in the field of technology analysis and assessment, design definition, development of systems specification, systems analysis, systems architecture, systems/equipment integration, test & evaluation criteria, and logistics support of C4ISR requirements.

Experience Needed to Be Successful:

• Six to Fifteen (6-15) years of experience in Engineering, Systems Analysis, Medical Systems, cybersecurity, Web Development, or Engineering Management, to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.
• Must have managerial or supervisory experience in the information technology arena.
• Possess strong communication skills

Desired Qualifications and Experience:

• Technical Training in cybersecurity, Information Technology, Medical Systems, Network Design, Strategic Planning, and/or HIPAA law.

Basic Qualifiers:

• Education Requirement: Bachelor’s degree in Cybersecurity, Computer, Electrical, or Electronics Engineering, or Mathematics with a concentration in computer science or equivalent; Advanced degrees in appropriate area substitute for experience as follows: Ph.D. (or equivalent terminal degree) – five (5) years of experience; MS or ME in appropriate area – four (4) years of experience
• Can Additional Years of Experience Substitute for Degree? Yes
• Required Certification(s): Certified as Information Assurance Management (IAM) or Information Assurance Technical (IAT) or Information Assurance System Architect and Engineer (IASAE) Level I (position-based) per DoD 8570.1M
• Desired Certification(s): CASP+, CompTIA PenTest+, CompTIA Cloud+, CompTIA CySA+, CompTIA Security+, CompTIA Network+
• Minimum Years of Overall Experience: 6
• Minimum Years of Specific Experience in Field: 6
• Minimum Clearance to Start: Secret
• Work Status Allowable: US Citizenship
