Duties

The Deputy Associate Chief Counsel (Operations) serves as one of two deputies to the Associate Chief Counsel (F&M). The Deputy Associate Chief Counsel (DACC) provides executive direction and assists in the formulation of policies and programs which have an overarching impact on the Office of Chief Counsel organization. The incumbent assists in the management and oversight of operations and functions at the Headquarters level as it pertains to administrative and professional services to include budget and finance, human resources, and library services - administering programs and services for Counsel's legal organizations, and developing and coordinating the implementation of legal, administrative, and operational management policies and programs to assure optimal functioning of the Office (F&M) and support to Counsel's workforce. The DACC (Operations) provides advice and guidance to the workforce on matters of administrative policy and manages coordinating and publishing policy and guidance materials for use across Counsel's nationwide locations.

As a Deputy Associate Chief Counsel, major duties include:

  • Assists the Associate Chief Counsel (F&M) in managing the effective and efficient delivery of the full range of administrative and professional legal support services provided by the F&M organization across the Office of Chief Counsel.

  • Provides executive direction and leadership on all matters over which the Associate has authority, including delegated authority to sign and approve documents and to make decisions on matters that concern issues under the jurisdiction of F&M; and as directed, in the absence of the Associate Chief Counsel, assumes complete responsibility for the activities of the Office when fulfilling the role of "Acting" Associate Chief Counsel.

  • Collaborates closely with the Associate Chief Counsel on the most difficult, important, and complex matters arising in the administration of assigned program areas. Participates with the Associate Chief Counsel in providing executive direction and oversight of programs and services under the jurisdiction of F&M.

  • Advises the Associate Chief Counsel on matters concerning legal and policy questions as it relates to the administrative laws and the Code of Federal Regulations policies and guidelines, when applied to important or highly specialized matters that may impact the efficiency of operations and services provided to Counsel's workforce.

  • Serves as a liaison with General Legal Services (GLS) and Treasury, to coordinate legal advice and legal positions with respect to issues that impact enterprise-wide business operations under the incumbent's cognizance. Partners with GLS to synthesize a harmonious position for the Office; where significant issues are in conflict, elevates the legal issues to the Associate Chief Counsel (F&M) and/or the Deputy Chief Counsel (Operations) for resolution.

  • Contributes to and engages in legal discussions that may lead to legal opinions rendered by Counsel's General Legal Services, on a broad range of matters involving administrative programs and services, e.g., contract negotiations, employee and labor relations, human resources, finance, and procurement.

  • Direct or personally perform exhaustive and detailed research on especially complicated problems or issues, and review or prepare recommendations as to the position to be taken by the Office, including recommendations to the Associate Chief Counsel and/or Deputies Chief Counsel concerning overall administrative and legal policy initiatives in areas for which F&M is responsible.

Qualifications

To qualify for this position of Associate Chief Counsel (Finance & Management) you must meet the following requirements:

  • Possess at least the first professional law degree (LL.B. or J.D.) from a law school accredited by the American Bar Association; AND
  • Applicants must be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico;
  • Desired Education/Experience: An LL.M. in Taxation is desired but not required. 7 years of professional legal tax experience is desired.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level or its equivalent in Federal service. Applicants must possess the following technical and executive core qualifications:

You must submit a separate narrative statement that addresses each of the Mandatory Technical Qualifications (MTQs) related to this position as well as the Executive Core Qualifications (ECQs) related to all positions in the Senior Executive Service.

You should write each statement with the vacancy in mind as all qualifications are directly related to the position being filled.

A) Executive Core Qualifications (ECQs):

Unless you are currently serving under a Career Senior Executive Service (SES) appointment, or eligible for reinstatement into the SES, you must address the ECQs. Applicants must provide a narrative statement (not to exceed a total of 10 pages) that clearly documents and demonstrates possession of the competencies in the Executive Core Qualifications (ECQs) as established by the U.S. Office of Personnel Management. The following five ECQs provide the focus for certification of executive core qualifications for initial career appointment to the Senior Executive Service.

  • Leading Change - Ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Ability to establish an organizational vision and to implement it in a continuously changing environment.
  • Leading People - Ability to lead people toward meeting the organization's vision, mission, and goals. Ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • Results Driven - Ability to meet organizational goals and customer expectations. Ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  • Business Acumen - Ability to manage human, financial, and information resources strategically.
  • Building Coalitions - Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B) Mandatory Technical Competencies (MTQs):
In addition to the Executive Core Qualifications, all candidates must show evidence of the following mandatory technical competencies in order to meet basic qualifications for this position. The narrative statements should demonstrate your specialized knowledge and technical competence. Please give concrete examples of your experience and demonstrate the complexity of the knowledge and skills you possess. You should address each MTQ separately, with the total narrative not exceeding ten pages.

Mandatory

In addition to the general managerial competencies set out in the Executive Core Qualifications, the following mandatory technical qualifications are specific competencies required to qualify for the position:

  • Extensive working knowledge and experience applying administrative laws, policies, regulations, and precedents applicable to the management of operations and programs e.g., financial management, human resources, employee relations, and library technology; and the application of methods for the improvement of complex management processes and systems in support of agency level work.
  • In-depth experience as an Attorney, managing complex legal issues in administrative law such as legal aspects of personnel litigation, suits brought against employees in their official capacities, delegations of authority, conflicts of interest and ethical matters, and contracting and procurement.
  • Demonstrated leadership experience developing and disseminating innovative policies consistent with operational support programs to streamline business processes and provide direction on administrative and legal support functions and servicing operations; manage and evaluate the delivery of services and products; and oversee the appropriate use and allocation of resources.
  • Demonstrated experience supervising and administering program activities and services to direct programs and people toward accomplishing short and long-term agency goals, plan and implement strategic objectives, and communicate effectively with top management and employees to integrate program operations agency wide and to achieve optimal customer service.
