Job Summary

This Employment and Compliance Specialist position at Goodwill of Central and Southern Indiana (GCSI) is a result of the AbilityOne program in partnership with GCSI and the federal government, providing healthy operations and environments at local federal facilities. The AbilityOne program is one of the largest sources of employment in the United States for people who are blind or have significant disabilities. GCSI is one of about 500 non-profit organizations that provides employment opportunities.

The Specialist ensures that the AbilityOne and janitorial departments comply with their outside requirements and are internal in competitive, integrated environments at federal government locations with policies, confirming that customer requirements are met in accordance with the contract’s scope of work, and third-party subcontracts, as well as meeting all compliance documentation and reporting. Additionally, this role creates a pipeline of qualified candidates and program participants through relationship building with external and community partners, performs hands-on recruitment efforts, helps to implement effective onboarding practices, and assists operational leaders with hiring decisions.

Example Duties and Activities

  • Maintains and cultivates collaborative working relationships between Goodwill, referring partners, and resources to provide a smooth transition from referring agencies through the recruitment, hiring, and program enrollment process.
  • Effectively leverages internal, professional, and community networks to drive results and meet recruitment/hiring KPIs specific to the AbilityOne and Janitorial Training programs.
  • Confirms qualifying disability documentation in accordance with most current SourceAmerica regulations. Prescreens all applications to determine non-competitive eligibility and competitive occupational fit
  • Assists hiring managers with recruiting process including reviewing applications, conducting phone screens, and/or assisting with in-person interviews. Collaborates with operations in determining employment viability
  • Schedules and coordinates onboarding and orientation activities for new hires and/or program participants.
  • Utilizes an applicant tracking system to post positions, manage candidates, develop reports, and maintain all recruitment data.
  • Maintains appropriate applicant records. Creates and conducts tracking system audits. Provides recruitment status reports.
  • Proactively reaches out and builds a repository of community partners to help create and maintain a pipeline of candidates and/or program participants. Attends strategic community events and markets both Janitorial Training Program and AbilityOne opportunities.
  • Monitors accomplishment of enrollment goals, participant enrollment dates, and participant achievement and completes billing requirements for the Janitorial Training Program. Tracks, documents, and communicates program-specific metrics and client services.
  • Secures supplementary information such as employment, criminal history, medical records, psychological, agency referrals, eligibility documentation, or school reports.
  • Ensures all compliance-related documents for department programs are updated and completed timely and adhere to regulatory requirements.
  • Establishes regular contact with clients/employees to offer services, learning and development opportunities, and to keep engaged, for follow-up and retention.
  • Conducts and coordinates soft skills and hard skills training with leadership.

Has experience with building community partnerships to help create and grow an organic pipeline of candidates. Engages respectfully, creatively, and effectively with members of the community to bring awareness to the mission of an organization that results in referrals.

Other Requirements

  • Background Screening - All candidates must pass a pre-employment background check.
  • Must have a valid driver’s license, up-to-date auto insurance, and a good driving record.
  • Is willing to conduct local travel within the territory of GCSI.
  • May work occasional overtime and attend job-related recruiting events.
