This is a contingency-based offer. Contract Program Manager: **A minimum of a Bachelor’s degree in Business (or related field). **A minimum of 8 years of program administrative experience within military medical Research and Development activities, preferably 2+ years of which OCONUS. **A minimum of 3 years of experience in a supervisory role.

· Place of Performance: U.S. Naval site in Sigonella, Italy

· Period of Performance (POP): 9/24/2023 - 9/23/2028

· Clearance Requirement: Must possess / maintain a favorable Tier 3 (formerly a NAC with Local Agency Check and Credit Check (NACLC) & IT Level II.

Job description & Duties: The Program Manager is responsible for all aspects of management of assigned contract(s) which includes daily management of staff and contracts, reporting, and related aspects for providing administrative & professional support services to the client. The PM will be expected to prepare project management documentation, professional reports and presentations for upper management and the customer regarding status of project(s).

Demonstrated management in excess of three (3) years in the below task areas is mandatory: managing administrative support related to military personnel administration, to include active duty pay, allowances and special pays, transfers and orders, overseas screening, fitness reports, training, and military leave program. Assist with administrative functions in government systems including, but not limited to, Navy Standard Integrated Personnel System (NSIPS), BUPERS-on-line (BOL) management, Medical Readiness Reporting System (MRRS), Navy Family Assessment and Accountability System (NFAAS), Fleet Training, Management, and Planning System (FLTMPS), and other military personnel administration requirements. Track active-duty Individual Medical Readiness (IMR) compliance and report updates as requested to the Director for Administration.

Perform general administrative and clerical duties in support of the Program. Provide support and assistance with all administrative requirements, functions, and taskers. Ensure accuracy and timeliness of administrative reports. Assist in the facilitation of communication between Command leadership and officials at other agencies to support the mission of the Program.

Assist with coordinating and maintaining the command’s Activity Manning Document (AMD). Regularly conduct review of the AMD, identify potential errors and inconsistencies, and prepare applicable Manpower Change Request to appropriate agencies for correction. Submit monthly manpower reports and all pertinent Manpower reports to the Immediate Superior in Command (ISIC) as required. Provide staffing recommendations based on current staffing levels and staffing required to fulfill the mission. Assist with preparing personnel action documents.

Assist with coordinating and implementing the Records and Forms Management and Directives and Correspondence Management programs for NAMRU 3. Assist with implementing plans, actions, systems, procedures, guidelines, training requirements, and other processes necessary to provide for the efficient and economical administrative management and operation of these programs. Recommend and assist with implementing policies to ensure adequate controls are in place for successful operations of these programs in compliance with Federal, Department of Defense (DoD), and Department of the Navy (DoN) Regulations.

Assist in the facilitation of communication between Command leadership and officials at other agencies to support the mission. Other administrative tasks such as taking meeting minutes and preparing agendas and templates for command procedures and documentation. Assist with budget planning, cost management systems, and other new enterprise resource planning and/or budget systems. Assist with making travel arrangements and processing travel requests in DTS. Assist with determining and tracking completion of command training requirements. Assist with administrative functions in knowledge management systems such as Joint Knowledge Online (JKO), Relias, Navy eLearning, Catalogue of Navy Training Courses (CANTRAC) and enterprise Navy Training Reservation System (eNTERS).

Assists in the receipt, storage, tracking, and distribution of supplies and equipment. Assist with administrative functions in supply and equipment management systems such as Defense Medical Logistics Standard Support (DMLSS), Procurement Integrated Enterprise Environment (PIEE), Navy Enterprise Resource Planning (NERP).

Proven experience in oversight and delivery managing a team within the following disciplines:

· Medical Editor

· Human Resource Specialist

· Public Relations Specialist

· Executive Administrative Assistant

· Acquisition and Agreements Specialist

· Senior Administrative Assistant

· Records and Forms Manager

· Business Operations Specialist

Duties:

· Works with leadership on projects and address needs as they arise.

· Maintains knowledge of project and provides guidance and support as requested.

· Accomplishes results by communicating, planning, monitoring, and appraising job results; provides or facilitates refresher training/updates to staff as required.

· Oversees the processing of all requested services to meet client needs. Requires understanding of selected tools, processes, customers, and client requirements.

· Other duties as assigned.

Education / Experience:

· A minimum of a Bachelor’s degree in Business (or related field)

· A minimum of 8 years of program administrative experience within military medical Research and Development activities, preferably 2+ years of which OCONUS

· A minimum of 3 years of experience in a supervisory role. Project Management Professional (PMP) certification.

· Experience following structured Project Management best practices and policy

· Experience developing ROMs, creating project plans, schedules

· Experience with client engagement at a project level

· Experience with key project management tools

· Familiarity with government contracts, funding, and task order management; must have strong analytical, negotiation, and problem-solving skills.
