Downtown Streets Team (DST) is looking for a passionate and outgoing Program Manager (Project Manager) in Oakland to help us end homelessness through the dignity of work and the power of community. We run two proven programs in 16 cities that successfully transition the unhoused to self-sufficiency.

SUMMARY
The Program Manager is responsible for the overall management and operation of our Volunteer Work-Experience Program in Oakland which encourages unhoused individuals (called Team Members) to volunteer their time on street cleanup and beautification projects. In return, through our case manager and employment specialists, we reduce barriers to self-sufficiency. Teams provide meaningful structured daily activity that fosters community, kindles confidence, reaffirms dignity, and develops employment soft skills like punctuality, cooperation, and personal responsibility. Our secret sauce is our weekly success meetings where Team Members are able to share successes, challenges, support, resources, and a warm meal. By the numbers, you will:
  • Manage budget
  • Hire, coach, and develop two to five direct reports
  • Manage a work experience team of Team Members on contracts, which operate at various times, seven days a week
  • Run community programs in conjunction with the city and/or county of Oakland
  • Report as required to Oakland city and county partners

WHAT YOU’LL DO
Programs
  • Provide daily hands-on management of a large work experience team of unhoused individuals within the city and/or county
  • Seek out supportive health, housing, employment services and other pathways for the program
  • Motivate and graduate Team Members into employment and housing
  • Prepare and present motivational content at Team Meetings
  • Act as the face to the greater community by representing the Team to all existing and potential partners including local government agencies, other social service providers, community-based groups, private business, and other stakeholders
  • Effectively track and report project data to city/county contractor, DST management, and the general public
  • Gather and transport supplies for Team Member shifts and the office
  • Provide transportation for Team Members as needed
  • Maintain Team culture and accountability by working through issues in a respectful, compassionate, yet firm manner
  • Maintain regular communication with other staff regarding team goals, potential partnerships, projects, and new ideas
  • Focus on contract compliance and goals
  • Work on new projects within their community
Operations
  • Hire all full-time, regular employees including but not limited to the Employment Specialist, Case Manager, and administrative staff. These activities include; recruitment, hiring, training, performance management and if necessary, firing of their direct reports
  • Conduct new staff orientation and introductory period training plan including all necessary timekeeping and financial systems
  • Ensure timely submission of timecards and all financial reporting for all direct reports
  • Provide meaningful and frequent job coaching/training to all direct reports to provide a deeper understanding of their role, address their needs and encourage innovative ideas
  • Perform annual competency reviews for direct reports and produce meaningful development plans to be used while coaching for growth and improvement
  • Complete all funding applications and budgets with the support of the Regional Director
  • Assist Director and/or Senior Director in creating an annual budget for your community
  • Monitor program expenses and review monthly financial statements with Regional Director
  • Effectively communicate messaging, initiatives, and announcement including those established in leadership (LT) meetings
  • Provide ongoing opportunities to create greater awareness and support of DST’s vision, values, culture, and impact
Fund Development
  • Research and apply for new funding opportunities
  • Develop strong, positive working relationships with current and potential funding agencies
  • Expertly represent DST to all local businesses and other social service providers
  • Engage the business community through Business Improvement District, Chamber of Commerce, and other organizations and events

WHAT YOU’LL NEED
  • HS Diploma or equivalent
  • Ability to perform job duties with minimal supervision
  • Strong organizational, problem-solving, and analytical skills; able to manage priorities and workflow
  • Excellent listening comprehension, written and verbal communication skills
  • Incredible people-skills and emotional intelligence
  • Working knowledge of data collection, data analysis, and evaluation
  • Proficient in Microsoft programs and computers
  • Valid CA Driver License, reliable vehicle with current insurance, and the ability to travel regularly throughout the local area
  • COVID vaccination or valid religious/medical exemption
  • Physical requirements: sitting, standing, or walking for long periods of time and pushing, pulling and/or lifting up to 25 lbs.
