Raytheon Intelligence & Space (RI&S) Advanced Products Center (APC) is looking for an experienced proposal manager to lead the activities required to complete high quality and fully compliant proposals. APC supports multiple businesses and product lines including Raytheon Missiles & Defense (East and West), Radio Frequency Systems Integration (RFSI) and Radio Frequency Microelectronics (RFME). The proposal manager is required to have a solid understanding of the proposal process for U.S. DOD sole-source and competitive bids and factory manufacturing processes. The proposal manager will serve as the point of contact between the Customers and the Operations Program Managers / APC manufacturing team.

The APC Proposal Manager is a highly motivated and networked individual that will collaborate with cross-functional teams to develop Basis of Estimates (BOE), Risks and Opportunities, and lead the review and approval process.

Responsibilities will include, but are not limited to:

  • Management of proposal documentation, delivery, tracking, and budgets

  • Develop and apply best practices in developing and producing quality and efficient proposals

  • Serve as the point of contact between programs and the manufacturing center

  • Lead APC cross functional team to develop proposal BOE, capacity analysis, delivery schedule, compliance requirements, Estimating & Pricing, and Risk and Opportunity

  • Coordinate solution development, proposal bid strategy, proposal development from kickoff to final TINA compliant proposal delivery

  • Ensure prompt responses to customer requests for information, DCMA audits, and TINA sweep checklists

  • Leading Sales and Operations Planning (S&OP) discussions for new business strategic planning.

Required Skills:

  • Minimum 8 years of relevant professional experience – Proposal Management, Operations, Supply Chain, Program Management, Engineering, Control Account Manager, Integrated Product Team Lead experience, Finance or Project management

  • Minimum of 2 years in the Aerospace industry

  • Experience in the aerospace industry

  • US Citizen

  • Experience leading in cross-functional environment or teams

  • Demonstrated development of application of proposal schedules, proposal work product matrices, cost estimation standards, and Gate review templates

  • Excellent written and verbal communication skills and the ability to professionally present across the organization (cross functionally and at all levels of management)

  • Effective interpersonal skills especially in team building/maintenance and customer relationships

  • Advanced experience with Microsoft Office products (Excel, Power Point)

Desired Skills:

  • Demonstrated skills for applying Best Practices

  • Effective interpersonal skills especially in team building/maintenance and customer relationships

  • Strong business sense to proactively identify and resolve problems quickly and efficiently

  • Technical knowledge of APC products (or similar products)

  • Working knowledge of SAP

  • Working knowledge of manufacturing metrics used to manage operations in the Defense industry

  • Experience with processes such as Stages Product Lifecycle, Earned Value Management Systems (EVMS), Estimate at Complete (EAC) and CORE

  • Comfortable data-mining, creating graphs/charts/presentations, and presenting findings/recommendations to senior levels of management

  • General understanding of working in an Integrated Product Team (IPT) environment

  • General understanding in managing technical requirements to a schedule and budget

  • The ability to obtain a security clearance within 1 year of start date

Typically requires:

  • A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience
