Responsibilities:
MSTS is seeking a Senior Procurement Specialist to provide technical guidance on preparation, solicitation, negotiation, award and administration of procurement documents and coordinate procurement activities with the requesting organization.

Key Responsibilities
  • Responsible for both the orderly performance and completion of all procurement commitments through the several steps of bidding, which includes:
    • Preparing bidders lists.
    • Pre-qualifying bidders.
    • Formatting bid packages.
    • Issuing bid requests.
    • Coordinating bidders’ questions.
    • Receiving bids.
    • Evaluation of bid proposals.
    • Supplier selection.
    • Preparing recommendation documentation to secure approvals for an award in accordance with established policies and procurement procedures and the post award administration functions of purchases.
  • Responsible to also support work, performed by the national laboratories associated with MSTS that generally tends to be proprietary and complex in nature.
  • In conjunction with other functional departments, ensures suppliers’ performance of each order is in accordance with the subcontracted terms and conditions and requirements.
  • Advise, interface, and provide expert guidance to other MSTS personnel as delegated on matters relating to the processing of requisitions for the purchases and subcontracting of goods and services.
  • Prepare and develop Subcontract and Purchase Order strategies and recommend methods for review and presentation to senior and client management.
  • Consider applicable laws, commercial conditions, economic climate, and other factors that affect the purchasing of materials, equipment, and services.
  • Comply with department requirements and procedures.
  • Prepare and maintain bidder lists to ensure input is received from all procurement functions and other operational groups as well as ensuring appropriate provisions are reflected in the general, special and pricing conditions of the Subcontracts and Purchase Order forms.
  • Review Offer or recommendations for completeness and approves selection of suppliers within delegated approval authority.
  • Ensure all commitments are accurately presented and follow established approval and signing authorities contained in procurement procedures.
  • Review and recommend bid selections that require higher Procurement approval authority.
  • Execute commitments within delegated approval authority.
  • Direct negotiations and prepare proposed negotiated plan in the commitment and resolution of commercial conditions of subcontracts and purchases when such action is agreed as necessary.
  • Perform related work as assigned by supervisor.
Qualifications:
Due to the nature of our work, US Citizenship is required for all positions.
  • Bachelor’s degree in related field or equivalent training and experience and at least 5 years of relevant, progressively responsible experience.
  • Ability to work and communicate effectively with employees, managers, and executives of other departments.
  • Must be an expert in the formation and administration of construction subcontracts and for materials and technical services.
  • Expert knowledge of Federal Government and commercial procurement experience and will have a solid working knowledge of the Federal Acquisition Regulation (FAR) and Uniform Commercial Code (UCC).
  • Extensive skill in conducting market research, performing formal strategic sourcing procurements, successfully negotiating significant cost savings, accurately preparing reports relating to purchasing and subcontracting of goods and services, and making technical presentations to senior customers and management.
  • Work Schedule is 5/8s or 9/80s (subject to change).
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada, or remote.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘ Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘ Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is $71,572.80 - $107,369.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
