PRIMARY PURPOSE OF POSITION

Reports to: Manager Lightspeed Communications Leads the management and coordination of the installation of wireless antenna systems at BGE communications and electric transmission tower sites. Must be capable of concurrently leading and managing the planning and construction activities at multiple sites as well as overseeing all sites worked by Construction Specialist position. Antenna systems include radio base station equipment, antennas, transmission cables, equipment shelters, electrical wiring, communications and electrical conduits and electric services and meters. Is responsible for establishing, maintaining and updating work schedules using computer programs and other scheduling processes to deliver completed sites to customers within agreed-upon schedules. Must be able to lead coordination efforts amongst various people in other areas of BGE, as well as organizations external to BGE, and be able to work with and understand the particular terminology of numerous trade groups, including general construction, electrical and wireless industries. Must have demonstrated project management skills (to develop cost estimates for new cellular antenna sites; develop construction schedules; secure resources to complete various construction elements; oversee physical construction; and implement cost control measures as needed) and lead such efforts of Construction Specialist. Performs and leads project coordination efforts (to coordinate activities of BGE construction personnel, electrical contractors, carrier personnel, and New Business construction personnel/contractors during the installation of new cellular antenna sites). Performs and leads field management activities (to ensure project is constructed safely and in accordance with detailed specifications and desired quality). Leads efforts for compliance with BGE Safety Requirements by all field and office resources. Coordinates electrical inspections working with electrical contractors to insure that electrical inspections are conducted, and ensuring that construction personnel receive copies of inspection certificates in a timely fashion; able to escort county electrical inspectors and customers to BGE sites as necessary to insure access to remote/secured properties. Leads efforts to maintain awareness of new technologies and recommends and implements changes as approved. Leads the training of employees new to the position or being cross-trained on various functions of the Construction Specialist position.

MINIMUM QUALIFICATIONS

• Knowledge/Skills/Abilities:
• Demonstrated ability to effectively plan, manage, and coordinate multiple work assignments while guiding/leading efforts of others.
• Demonstrated project and field management skills and thorough knowledge of cell site planning and construction, including construction background on all components of cell site construction such as electric, telecommunications, civil and aerial components.
• Site inspection skills to perform periodic site inspections at each existing carrier antenna site to insure that locations are being operated and maintained by carriers in a safe manner, and all appropriate housekeeping guidelines are being followed.
• Maintenance program management skills to coordinate BGE site maintenance procedures to ensure that BGE personnel conduct ground clearing and tower maintenance inspections on a regular basis.
• Good verbal and written communication skills and ability to work with all levels of personnel within 3rd customer, contractor and BGE organizations.
• Ability to understand and review construction drawings.
• Demonstrated ability to manage customer expectations by working with carrier's construction manager to develop realistic completion dates for site construction activities.
• Construction process improvement experience and ability to make suggestions that increase customer satisfaction, reduce costs or improve timeliness of construction projects.
• Education/Experience:
• High School diploma and at least four (4) years of related work experience, including at least one year of experience in the planning and installation of cell sites on utility transmission structures or equivalent combination of formal education, training and experience.
• Construction process improvement experience and ability to make suggestions that increase customer satisfaction, reduce costs or improve timeliness of construction projects.
