Job Title: Sr. Environmental/Land Analyst (Real Property)

FLSA: Exempt

Hiring Range: $56,000- $71,000 (The anticipated starting salary pay range of $56,000.00 - $71,000.00/yr. is based on minimum requirements for this position. Minimum requirements are a Bachelor's degree (or equivalent)and at least 10 years. The offered salary will be based upon the selected applicant's education, training, and experience.)

RSI EnTech, LLC is recruiting for an Sr. Environmental/Land Analyst who is responsible for conducting, managing, and supporting interactions with DOE realty officers who develop, oversee, and/or execute real property transactions.

This position is required to be in the field at least 10% of the time.

Primary responsibilities and essential functions:
  • Conduct/manage interactions with DOE Realty officer professionals to develop, and/or execute the most complex and highly sensitive realty projects within the region/assigned organization.
  • Oversee other realty personnel in their performance of all phases and steps of real estate acquisition, sustainment, disposition, lease acquisition, lease administration and project management from initiation phases to project closeout.
  • Develop creative approaches to manage realty projects and provide analytical, technical, consultative, and/or strategic support to client during project planning, transaction negotiations and throughout the acquisition and delivery process. Ensures that the transactions comply with all applicable policy and regulatory requirements.
  • Support management of financial risk and maintain sophisticated market knowledge to deliver highly cost-effective realty solutions, and significant cost avoidance to the government by conducting market surveys, market rent, analysis and building inspections, draft solicitations for offer, all aspects of cost and price analysis, financial evaluation of offers, lease documents and required accompanying documentation for real estate transactions.
  • Investigates, retrieves, and compiles information needed for real property evaluations (best use, environmental limitations, access, water, and power, etc.) and prepares recommendations based on result of investigations.
  • Provides support on title documents and other realty instruments, such as licenses, access agreements, restrictive covenants, and environmental easements.
  • Assists in negotiation of real estate documents, including but not limited to the lease, sale, or transfer of Department of Energy real property.
  • Provides support on environmental law and regulations such as RCRA, CERCLA, UMTRCA and other laws applicable to Department of Energy sites and the interaction of these laws with real property laws, such as institutional controls.
  • Provides support on potential beneficial reuse of DOE sites, including conservation, renewable energy, industrial/commercial.
  • Perform in all phases and steps of lease acquisition, lease administration and project management from initiation phases to project closeout.
  • Other Duties as assigned.

  • Ability to understand government regulations and mandates for reporting purposes.
  • Excellent technical writing ability and software proficiency.
Technical knowledge, certifications/licenses, and software proficiency required:

  • Valid driver's license.
  • Proficient in all Microsoft products and Adobe.
  • Excellent technical writing ability and software proficiency.
Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • GSA/DOE Real Property Certifications and extensive experience in Federal real estate.
  • Experience with public lands and federal property.
  • Previous real estate or environmental law or consulting experience.
Required Education and Years of Experience:
Bachelor's Degree with a minimum 10 years of experience.

Working Conditions and Physical Requirements:
The employee must remain is a stationary position 50% of the time. This position needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. The person in this position frequently communicates with others who have inquiries. Must be able to exchange accurate information in these situations. Constantly works inside an office environment. Frequently moves documents and objects weighing up to 10 pounds. Must be able to observe and learn technical material and emails.
