Job Summary


The Accounts Receivable Technician administers and maintains the South Central College’s accounts receivable. The Accounts Receivable Technician provides financial information, instructions and support to students regarding their financial obligation to the college; provides financial information to non-profit and outside governmental agencies, companies and other college personnel; adheres to the Family Educational Rights and Privacy Act (FERPA) and provides guidance to other office staff relating to FERPA and the interpretation of other rules and regulations relating to the Minnesota State System, Department of Education, and Minnesota Department of Revenue.

Responsibilities include customer service to students, invoicing, monitoring the financial aid disbursement, student communications, third-party billings, tuition waivers and refunds processes; collection processes; reconciling PSEO, private scholarships, veterans’ funding and other awards. This individual will be responsible for maintaining confidentiality and credibility with the community served.

RESPONSIBILITIES AND RESULTS

  • Responsible for all accounts receivable activities relating to student accounts.
  • Responsible for determining which students have not met payment criteria in registration cancellation process.
  • Responsible for registration cancellation process and notifying students of cancellation.
  • Responsible for sending invoices to all students at the end of the semester (past due) or students that withdraw throughout the semester.
  • Manage the collection process with the Minnesota Department of Revenue for any students with past-due amounts per Minnesota State policies and procedures.
  • Responsible for third-party billings where student’s bill is to be paid by a company or third party.
  • Process employee waivers for tuition approved by Human Resources or student waivers for tuition and fees generated by student affairs.
  • Responsible for Title IV refund collections.
  • Responsible for reconciling PSEO payments received with registration data gathered from the Department of Education.
  • Respond to 1089T inquires and follow up communications.

2. Responsible for accounts receivable activities to all non-student accounts.

  • Coordinate all invoicing for all other areas of the institution.
  • Either enter these charges or work with support staff to delegate authority to create charges within the Minnesota State Accounts Receivable System.
  • Monitor unpaid receivables and continue to bill until we turn overdue accounts over to the Minnesota Department of Revenue.
  • Complete write off process for any debt deemed uncollectable.

3. Coordinate and monitor the printing and disbursement of financial aid and agency-offset checks.

  • Work with financial aid staff to ensure accuracy of financial aid awards and loans.
  • Reconcile scholarship and agency awards from source systems with the amounts awarded to individual student accounts per Minnesota State AR system.
  • Coordinate the entering of agency awards in the Minnesota State system and the subsequent accounts receivable billings to the agencies.
  • Coordinate the matching of financial aid documents to financial aid coverage checks, direct deposits.

4. Coordinate all collection activities with Minnesota Department of Revenue (MDOR).

  • Determine overdue accounts and mail collections warning letter to past-due accounts nearing the deadline to turnover to collections.
  • If account responds to warning letter, set up internal payment plan to collect the account.
  • If there is no response, turn account over to MDOR for collections.
  • Work with MDOR to coordinate any subsequent collections from accounts.

5. Coordinate and monitor the refund process created by student withdrawals/waivers.

  • Work with registration and financial aid staff to calculate refund amounts due to students.
  • Work with financial aid to calculate and determine any changes in financial aid awards that affect the student’s refund and/or balance owed to the institution.
  • Coordinate and mailing of all refund checks or direct deposits to students or third parties any refund due to student or third parties or begin with the collection process if the student owes.

6. Set up and/or assist with tuition and fee tables, AR tables and the year term calendar done on a yearly basis within the Minnesota State AR system.

7. Coordinate student payment plan process.

  • Review payment plan options with supervisor annually.
  • Communicate payment plan options to students.
  • Enter and reconcile payment plans.

Qualifications

Minimum Qualifications

  • 1-Year of data entry or customer service experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information, records and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
  • Knowledge of governmental or private accounting systems, sufficient to query and compile records and reports, and assist with preparation and maintenance of spending plans, financial status reports and budget requests.
  • Working knowledge of Microsoft Office or other electronic spreadsheets, word processing software, computers and other office equipment such as calculators.
  • Mathematics skills sufficient to calculate, review and reconcile data and balance accounts.
  • Ability to design, interpret and explain work procedures and operations and provide advice on fiscal policies and procedures.

Preferred Qualifications

  • 2-year degree.
  • 1-year experience with accounting data entry and accounts receivables.
  • Working experience with computerized accounting system.
