Job Description Summary:
We are seeking a Subject Matter Expert (SME) in Information Technology and Cybersecurity that will plan, analyze, and design security infrastructure for information systems leveraging different enterprise technologies within the Internal Revenue Service (IRS) and/or Department of the Treasury. As a subject matter expert in solution architecture, you will support all program Cybersecurity initiatives including design and implementation of cyber tools/solutions, analysis of alternatives, platform upgrades, enhancement requests, defect resolution, and project coordination for different enterprise technologies already implemented, or planned. In-depth knowledge of enterprise cybersecurity capabilities and various cybersecurity tools and supporting software and hardware is required. The main focus will be on security operation center tools, log and event management, vulnerability scanning and management, secure configuration management, network security, and cybersecurity architectural support.

The Cybersecurity Architect must be able to work 1-2 days a week at the IRS facility in New Carrollton MD, with remaining days working remotely from home. The Cybersecurity Architect must be flexible and available to attend meetings or perform other activities in New Carrollton as required.

The Cybersecurity Architect will have responsibilities for different enterprise technologies such as Splunk Enterprise, Carbon Black App Control, BigFix, Tenable Security Center, CyberArk, SailPoint IDIQ, Guardium, and others:

  • Design, architect, implement, and maintain different technologies on client information systems, to include cloud or on-premise endpoints with future growth in mind to ensure a balance between scalability, performance, stability, reliability, and agility
  • Gather requirements, plan, propose, and execute information technology deployment tasks to successful closure
  • Conduct gap assessments and analysis of security solutions and recommendation of improvement initiatives
  • Provide defense in-depth gap analysis and improvement recommendations of the security architecture and posture of the infrastructure and environment
  • Lead system analysis and integration efforts, and develop and implement secure configurations standards
  • Provide configuration management and control of maintenance architectural/design/functional changes
  • Monitor system updates and plan, review, and execute patch/upgrade deployments
  • Analyze system operational requirements and define, design, develop, and maintain/improve performance monitoring dashboards, alerts, and reports etc.
  • Conduct operations monitoring to ensure proactive issue identification and resolution
  • Provide production and infrastructure break-fix support, root cause analysis, troubleshooting, health monitoring, etc.
  • Analyze requirements, research and recommend how different, niche technologies should be used to complete the Cybersecurity vision (i.e. endpoint protection, PAM, Forensic software, DevSecOps software, Zero-Trust, etc.)
  • Lead a team of security architects, engineers, and analysts on different IRS tasks, to include Enterprise Database Scanning, Machine Learning and Automation, Event Log Monitoring, Annual Security Controls assessments, and other tasks as identified
  • Develop individual and team status reports for various engagements and/or contracts

MINIMUM REQUIREMENTS:
  • Bachelor's Degree from an accredited college or university (or additional four [4] years of related experience in lieu of degree) required
  • At least 10 years of relevant experience
  • In-depth knowledge of enterprise cybersecurity capabilities and various cybersecurity tools and supporting software and hardware (ex - Splunk Enterprise, Carbon Black App Control, BigFix, Tenable Security Center, CyberArk, SailPoint IDIQ, Guardium, etc.)
  • Cloud and on-premises endpoint protection experience
  • Enterprise technologies experience
  • At least one Cloud and one Security Certifications (Azure, AWS, ISC2, ISACA, EC-Council, etc.)
  • Experience implementing different technologies in a large enterprise environment
  • Proven ability to work on and with teams comprised of the primary client and other client stakeholders dispersed across geographical sites.
  • Excellent verbal and written communication skills.

PREFERRED QUALIFICATIONS:
  • Experience with and/or knowledge of IRS IRMs
  • Experience with reviewing/analyzing UWR requirements
  • Experience with Scaled Agile Framework (SAFe) methodology, including Scrum or Kanban processes

Additional Requirements as per contract/client:
  • Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS High Risk MBI is a plus) including drug testing
  • Candidates must be a US Citizen and Federal Tax compliant
Job Summary:

Essential Duties and Responsibilities:
  • As Cybersecurity Subject Matter Expert (SME), provide expert analytical support as needed for the overall projects and systems by working with engineers and other personnel to ensure effective operations of all capabilities, piloting of new systems, and periodic updates to systems.
  • Assist in the planning, designing, development and implementation of security programs designed to anticipate, assess and minimize system vulnerabilities.
  • Review proposed new systems, networks, and software designs for potential security risks; recommend mitigation or countermeasures, and resolve integration issues related to the implementation of new systems within the existing infrastructure.
  • Provide expert analysis for the security planning and policies needed.
  • Aid in developing long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
  • Review and evaluate security incident response policies, identify the need for changes based on new security technologies or threats, test and implement new policies and establish measures to ensure awareness and compliance.
  • Analyze security requirements resulting from new Public Law, Presidential directive, or other external mandate, and assist in defining the scope and level of detail for security plans and policies.
  • Develop solutions to integration/interoperability issues, design, develop, and manage IT security systems that meet current and future business requirements, and apply and/or extend, enhance, optimize existing architecture.
  • Communicate complex technical requirements to nontechnical personnel, prepare and present briefings to senior management officials on complex issues.
  • Perform cyber threat analysis and reporting from both internal and external sources.
  • Conduct research and write papers based on the identification of trends, up-and-coming threats, and recommend mitigation strategy.
  • Actively monitor and research cyber threats with a direct or indirect impact to the public’s data.

Minimum Requirements:
  • Bachelor's degree in related field.
  • 10-12 years of relevant professional experience required.
  • Equivalent combination of education and experience considered in lieu of degree.
