Deputy Director of Information Technology

POSITION DESCRIPTION

Under limited supervision, this Unclassified position performs professional work for planning, directing and managing the activities of management and technical personnel and for insuring consistency of goals, policies, technical and administrative procedures and management direction. Work includes conducting feasibility studies, developing time and cost estimates for the establishment and implementation of new or revised Information Technology systems and programs. This position requires a considerable amount of independent judgment in the planning, development and coordination of systems and the direction of a professional staff. This position is supervised by the Director of Information Technology.

WORK PERFORMED

30% Supervision. Supervises Information Technology staff with respect to accountability for performance and behavior to conform with personnel needs, discipline of employees, staff development and training; completion of performance evaluations and other personnel related functions in coordination with other senior managers in the department. Participates in the hiring and promotional process. Instructs staff on proper completion of tasks; insuring the consistency of goals, policies, technical and administrative procedures and management direction. Inspects and reviews work of staff to ensure that projects are complete. Establishes work schedules and assigns work. Checks work procedures and products.

25% Planning. Assists in the establishment of priorities and in the development of short and long-range plans which will ensure the most effective use of equipment and personnel consistent with the needs of the agencies/departments served. Ensures maximum utilization of the professional staff by assigning various phases of a project to a technical staff or unit, in order to obtain timely completion of IT Projects. Assists in setting Departmental initiatives, preparing, and presenting recommendations, and providing proposals and reports as required.

20% Development. Develops standards and procedures that will ensure effective and efficient use of personnel by conferring with technical staff and upper management. Prepare and maintains policies needed for department success. Builds the processes and protocols for the department. Develops relationships needed for each project and serves as liaison to various business units, and where relevant, external agencies or vendors.

10% Communication. Communicates and coordinates with County officials, other County departments and outside agencies regarding technology by assessing, planning, and delivering innovative business solutions.

10% Budgeting. Assists in department budget development and monitoring expenditures for all technology services in Shawnee County.

5% Analysis and Advice. Advises the Board of County Commissioners on short-term and long-term Information Technology objectives, policies and actions when the Director of Information Technology is unavailable.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of:

  • Human resource management including hiring practices, disciplinary procedures, terminations, etc.
  • Supervisory responsibilities and effective leadership skills.
  • Management principles and practices.
  • The use and capability of data processing equipment, procedures and methods.
  • System development methodologies.
  • Project management techniques.

Ability to:

  • Plan, organize, direct and evaluate the work of others.
  • Manage and prioritize multiple projects simultaneously.
  • Draft large, complex documents, such as RFP’s and Departmental Policies.
  • Supervise the implementation of short and long-range programming and analysis activities and objectives.
  • Establish and maintain working relationships with users, technical staff vendors, and other officials.
  • Write and speak in a clear, concise, and persuasive manner.
  • Make independent decisions.

Skill in:

  • Providing leadership and direction to employees.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree from an accredited college or university in Computer Science or a combination of a Bachelor’s Degree in an alternate curriculum with 7 years of experience in Information Technology project management.
  • Five years’ supervisory experience of multiple employees in a technical environment.
  • Valid Driver’s License and able to operate a County-owned vehicle (HR-2013-2).
  • Driving record that shows: No misdemeanor or felony convictions for traffic/vehicular offenses (DUI, vehicular homicide, reckless driving, hit and run, etc.) that are less than five (5) years old; No more than two (2) at fault or chargeable accidents that are less than five (5) years old; No more than two (2) traffic infractions (speeding, failure to yield right of way, etc.) that are less than one (1) year old.

SPECIAL REQUIREMENTS

  • Required to pass a background investigation, pre-employment physical and drug screen.
