The mission of the MIS Department is to provide reliable and secure solutions to support the City of Racine's technology needs. The MIS Department is responsible for the 24-hour per day operations of all technology and technology-related infrastructure for the city. The MIS Department currently supports over 500 users in over 20 departments throughout the city.

Position Purpose
:
Under minimal supervision and part of the Development Team, the GIS Specialist is responsible for the creation and maintenance of the City of Racine’s GIS servers, databases, maps, apps, and layers. The GIS Specialist creates maps and applications for both internal and public use with ESRI software. They will perform moderate to complex analysis, quality assurance of data, and may assist and train other City departments in utilizing GIS applications. This position must be able to work independently as well as participate in, or coordinate, interdepartmental projects. The MIS department is committed to providing the highest level of GIS support for our end-users.

Essential Duties


  • Data management: creation, conversion, documentation, entry, and quality assurance for GIS data and it’s organizational structure/database environment
  • Applications: Maintain GIS web apps, data portals, and other applications; facilitate integrations where necessary
  • Troubleshoots items pertaining to the server environment, services, database errors, permissions, ArcGIS Online environment, and app integrations
  • Provides City GIS database information and data for use by the public, City departments, and outside agencies
  • Reads and interprets source documents such as civil engineering plans, plot maps, CAD drawings, and legal descriptions and enters required data into the GIS using ESRI software
  • Works closely with the City Assessor’s Office to maintain City Land Records. This includes management of the Parcel Fabric, property lines, and associated data transfer scripts and tasks
  • Researches, analyzes, and interprets spatial data used in the production of maps, reports, and other products
  • Works with City departments in the development of their GIS plans, goals, and objectives
  • Provides training, assistance, and documentation for staff in the use of GIS and related applications
  • Interprets requests from City departments and external agencies for data, maps, applications, and reports
  • Ability to lead GIS projects, provide status reports, gather requirements, and involve stakeholders appropriately; coordinates project tasks and resources such as interns and vendors
  • Participates in special projects working with unique requests, unusual report preparations, and GIS presentations
  • Works with and provides guidance to student interns
  • Performs related work as required
  • Other duties as assigned.

Conditions of Employment:
  • Sitting at a desk in an air-conditioned/heated office (preferred). May have some option to work remotely and/or flex schedule.

Qualifications

Minimum Qualifications:

  • Degree in Geography, Cartography, GIS, Computer Science, computer aided drafting, or a related field from an accredited educational institution and a minimum of two years of experience with ESRI GIS desktop software and providing GIS support, OR a GISP Certification with 5 years of experience with ESRI GIS software and providing GIS support.

Knowledge, Skills, and Abilities
Required:
  • Advanced knowledge of ESRI products including ArcGIS Pro, ArcMap 10.7+, ArcGIS Online.
  • Ability to consistently follow oral and written instructions and procedures.
  • Ability to work independently.
  • Ability to problem solve, prioritize, multitask, and manage time.
  • Proficient skills in editing, manipulating, and analyzing data within GIS.
  • Ability to develop web mapping applications by publishing rest services to be used internally and for the public.
  • Set guidelines to maintain and edit multiple datasets such as right of ways, parcels, zoning, etc.
  • Ability to read legal land descriptions, and review plats and as-builts to support GIS production and project activities.
  • Skilled in digitizing GIS features, geo-rectified images, engineering plans, and plats to support GIS maintenance processes.
  • Advanced organizational, oral and written English communication and documentation skills
  • Proficient knowledge of Microsoft Office.
Knowledge, Skills, and Abilities Preferred:
  • Previous background working in local government
  • Knowledge of SQL databases and queries
  • Basic working knowledge of AutoCAD
  • Basic programming knowledge
  • Experience with GPS units
  • Experience creating and implementing project plans

Physical Demands of the Position:


  • Sitting and typing at a terminal while viewing a computer screen. Occasional field work may be necessary.
  • Ability to sit at a desk or workstation for extended periods. Manual dexterity sufficient to accomplish the duties and skills listed above. Acuity of senses sufficient to accomplish the duties and skills listed above.
