Position Summary:

Reporting to the Chief Legal Officer, the Legal Support Specialist is responsible for preparing the agency’s summary process documents for nonpayment of rent by analyzing tenant transactions in the database. The Legal Support Specialist will also assist with special projects as requested by the Chief Legal Officer. The individual will possess the initiative to work with minimal supervision to effectively improvise and create modifications to databases on an as needed basis. Finally, this individual will pursue strategies to create a wide variety of databases to assist within the Legal Services Department.

Key Duties/Essential Job Functions

1. Process automated Clearing House payments, return bank payment, monthly rental payments and monitor non-payment of rent.

2. Audit accounts for staff to apply adjustments, when necessary, calculate transactions and account balances.

3. Prepare the agency’s summary process documents for non-payment of rent.

4. Create and maintain comprehensive databases to track summary process, nuisance, lease violation and civil caseload for the Chief Legal Officer.

5. Maintain monthly database on eviction statistics per site to track tenant’s history for nonpayment of rent, the cost expended by the agency and those funds that remain uncollected

6. Assist in monitoring court stipulations in summary process actions.

7. Provide necessary data and reports to Chief Legal Officer to support lease enforcement protocols to track legal actions.

8. Input data into the database software including, but not limited to letters, notices, and reports. Customize reports within the database software to accommodate the needs of individual departments.

9. Monitor move-out accounts within the system database and update Earned Income Verification database and report debts owed to public housing.

10. Analyze employee’s tasks and implement ideas using appropriate software including, but not limited to Microsoft Office.

11. Troubleshoot and reconcile all ACH and EBT payments with PCC’s rent collection system.

12. Meet with resident to analyze their accounts and research transactions.

13. Create custom reports, export reports for move-outs, tenant accounts receivables for mass mailing of nonpayment Pre-Terminations, Notices to Quit and Summons in Complaints in the system database.

14. Update delinquent listing with current balances.

15. Setup legal cards for account and run process to modify the status of those legal cards.

16. Perform all other related duties as assigned.

Qualifications/Education

Associate’s degree in legal studies; Bachelor’s degree in related field a plus. One to three years’ legal support experience. Computer proficient; including Office 365 applications. Ability to adapt to new processes quickly. Strong interpersonal and written communication skills. Must have the ability to listen and communicate with a diverse group of individuals. Ability to produce a high volume of data entry. Possess a valid CT driver’s license and travel to various sites unaccompanied, when required.

Working Conditions/Physical Requirements

Typical office environment and able to attend meetings, trainings, and travel to PCC sites unaccompanied
