The purpose of the Campus Police Department, located at the Alumni and Visitor Center on East Campus, is to provide service and protection to the Rhode Island College campus, properties, staff, faculty, visitors, and students. Working with Student Services, Residential Life, Physical Plant and others in our on-campus community, we are an integrated team striving to achieve excellence in police protection and to ensure a high quality of student-faculty life by promoting a tranquil and safe atmosphere conducive to the objectives of the College. The department is dedicated to the protection of the College properties to ensure the beauty, security, and safe function of the campus grounds and resources.
Reports To Director, Security & Safety Illustrative Examples of Work Performed
At Rhode Island College (RIC) and on an assigned shift, to be responsible for and to provide supervision and control to all Campus Police Officers (RIC).
To be responsible for the efficiency, effectiveness and training of such officers and to actively participate in training
To ensure the proper performance of all police duties by Campus Police Officers (RIC).
To ensure compliance with all departmental rules and regulations and promptly report all violations to the appropriate supervisor.
To conduct roll calls in order to make assignments and brief officers on any pertinent information needed to effectively carry out their duties at the start of every shift.
To inspect the daily log before the start of every shift; to become familiar with events and matters that occurred since the last shift and to communicate such information to Campus Police Officers (RIC).
To possess and maintain current knowledge of Departmental rules, policies, regulations and procedures as well as developments in the law that affect the Department and officers under their command.
To ensure that all equipment and vehicles entrusted to the care of officers under their supervision are properly maintained and used in a manner that prevents loss or damage, and to ensure that officers properly sign out and account for equipment.
To be accountable for the actions and omissions of subordinates.
To periodically evaluate officers under their supervision and conduct annual employee evaluations.
To implement orders received by thoroughly explaining the content and the effect on executing responsibilities to subordinate officers.
To respond to emergencies, incidents or dispatches as required and to take command of the incident until relieved by an officer of higher rank.
To ensure that officers receiving warrants, subpoenas, summonses or other official papers serve, deliver or perform such duties promptly and accurately.
To ensure that all reports are completed in a timely manner by subordinate officers.
In the absence of a Lieutenant, to ensure police reports are proofed, error detected, contain appropriate supplemental documentation and are submitted to the Deputy Chief of Campus Police in a timely manner.
To assist shift Lieutenants in establishing and implementing Community-Policing bases initiatives, and to ensure that directives are carried out with the assistance of the patrol officers who work under their command.
To develop and maintain building security measures and perform patrol duties which align with designated homeland security threat mitigation levels during times of elevated threats.
To consistently refrain from the use of excessive force or the appearance of bias or prejudice when dealing with the public or those detained.
To ensure that all officers treat all members of the campus community with respect and dignity.
To enforce all laws and ordinances in a fair and professional manner.
To provide timely warnings and/or emergency notifications to the campus community.
In accordance with law, to arrest any person for violations of state or federal criminal statutes or for violation of local town ordinances occurring on Rhode Island College property or upon roadways immediately adjacent to said property; to process and/or detain such person(s) as required, and to write and submit reports concerning such actions.
To ensure the proper treatment of those detained.
To appear in court or at other hearings such as campus judicial boards; to give testimony and prepare paperwork relating to such appearances.
To promote cooperation between the various shifts within the Department and with campus Administration and Faculty.
To cooperate with other law enforcement agencies, fire departments and State Fire Marshal’s Office in the enforcement of laws and regulations.
To ensure that complaints are handled in accordance with Departmental policy.
To maintain records of each subordinate officer’s attendance, overtime, days off, leaves, vacations and compensatory time.
To make recommendations that would improve the efficiency or performance of the Department or a shift.
To provide emergency medial services to the campus community, including to provide aid to individuals who are injured or in danger of physical harm as well as to render first aid.
To perform other duties and responsibilities as assigned by the Director of Security and Safety, Chief or Campus Police or their designee.
Education
Possession of a high school diploma or GED plus graduation from a college of recognized standing with a bachelor’s degree in any field of study, or combination of post-secondary education and/or experience that shall be substantially equivalent to a bachelor’s degree plus successful completion of a Rhode Island Police Officer Standards and Training (POST) certified curriculum; and
Experience
At least three (3) years of employment in a responsible full-time position as a POST certified police officer, who retired or resigned in good standing, requiring maintenance of law and or and the protection of life and property including the responsibility for the arrest and detention of persons in violation of the law.

1. Must possess valid Police Officer Standards and Training (POST) Certification
2. Must be physically qualified to perform assigned duties as evidenced by a physician’s certificate
3. Must possess and maintain a valid motor vehicle operator’s license
4. Ability to pass a national background criminal investigation (BCI)
5. Ability to pass a state-approved psychological examination
6. Must pass a pre-employment drug screening and any random post-employment screening
7. Within 6 months of appointment, must acquire and maintain First Responder Certification from the Rhode Island Department of Health
Knowledges Skills and Capacities
A thorough knowledge of the Office of Postsecondary Commissioner’s and institutional regulations; a thorough knowledge of applicable state laws related to law enforcement; a thorough knowledge of the principles and practices commonly applied by a police officer in the enforcement of the law and regulations to protect life and property and the ability to apply such knowledge, principles and practices; the ability to plan, supervise and review the work of a subordinate staff; the ability to assist in training subordinates engaged in maintaining law and order and protecting persons and property; the ability to review and evaluate findings of investigations; the ability to assist subordinates in the prosecution of persons arrested for violations; the ability to analyze situations quickly and objectively and to act quickly, calmly, decisively and correctly in an emergency; the ability to render first aid; the ability to understand and carry out oral and written instructions; the ability to write and speak effectively; the ability to operate a communications office and keep reports; and related capacities and abilities.
