Primary Purpose
Responsible for leading the analysis, design, development, and implementation of learning programs that enhance operational effectiveness through competency gap analysis, innovative use of technology, blended learning, performance consulting, data and results evaluation using a systematic approach. This role will contribute to the creation of best-in-class learning opportunities and operational programs that build capabilities and knowledge for all Parkland employees, it will also establish strong collaborative partnerships with business leaders and subject matter experts to assess performance needs and make learning and non-learning recommendations to enhance organization performance in alignment with Parkland’s mission, vision, and values.

Minimum Specifications

Education
  • Must have bachelor’s degree in a related field.

Experience
  • Must have 6+ years of experience with responsibilities in full lifecycle design, development, implementation and evaluation of adult learning and development programs, preferably within a healthcare or service environment.
  • Must have 3+ years of experience in a performance consulting role or equivalent experience in a learning environment.
  • Must have 6+ years of experience in developing learning experiences in a blended learning approach following a 70/20/10 model and a blended learning approach using e-learning, classroom, virtual and hands-on application experiences.
  • Must have 3+ years project managing operational or training projects.

Certification/Registration/Licensure
  • Prefer Certified Professional in Learning and Performance (CPLP) –OR–
  • E-Learning Instructional Design Certificate from the Association of Talent Development (ATD) –OR–
  • Certified Instructional Designer/Developer from Langevin.

Skills or Special Abilities
  • Must demonstrate a thorough knowledge and application of computing skills to include Adobe Captivate, Articulate Storyline, Adobe InDesign, Microsoft© Office Suite, learning management systems and online course creation.
  • Excellent verbal and written communication skills in order to establish collaborative relationships with all levels of the organization.
  • Highly flexible, self-directed, and adapts well to a rapidly changing environment.
  • Must demonstrate excellent instructional design, facilitation, and productivity skills with an emphasis on adult learning concepts including relevant technologies and methods for ILT, OJT and WBT. Skilled in training analysis, design, development, implementation, and evaluation using the ADDIE model to create effective and engaging learning experiences.
  • Must demonstrate performance consulting skills to provide learning development expertise in interactions with business leaders and content subject matter experts in order to deliver effective and engaging learning solutions to achieve strategic business goals and operational objectives.
  • Must demonstrate project management skills in order to oversee the planning, development, implementation, and tracking of specific learning projects and initiatives from concept to deployment and evaluation, using proven program management practices and processes.
  • Prefer experience with Epic’s suite of healthcare applications.

Responsibilities
  • Serves as a resource on PeopleSoft projects that involve Shared Services Operations functions. Assists with the implementation, testing and quality assurance, and issue resolution to ensure automated systems include appropriate employee information, data tables are organized effectively, and data can be maintained efficiently.
  • Through collaboration and consultation with business leaders, position is responsible for analyzing, designing, developing, implementing, and evaluating Parkland’s training material, supporting; operational training, systems training, job skills training, and regulatory compliance training utilizing a blended learning approach (i.e., classroom, self-study, coach-based and web-based training).
  • Partners with business leaders to develop strategies for learning solutions ensuring that a thorough needs and root cause analysis is conducted in order to develop content that accurately defines business specifications and operational procedures.
  • Leads the analysis of performance gaps, with the ability to differentiate between training needs and other performance concerns, while evaluating existing training and educational programs, in order to provide feedback on ways to enhance or replace existing programs. Assists in modifying, revising, and updating existing training programs to ensure that performance gaps are addressed.
  • Partners with team members (LM Administration, Educators, On the Job Educators, etc.) to implement learning experiences as they were designed, to keep learning integrity. Facilitate train-the-trainer efforts to prepare instructors for training delivery.
  • Designs, implements, and manages measurement and evaluation models and processes for learning experiences, such as Kirkpatrick’s Evaluation Model. Conducts benchmarks for effectiveness comparisons and trends for reporting purposes.
  • Owns project management planning and time management activities while being responsible for the quality of personal work product through adherence to established project plans, quality assurance protocols and requisite organization standards.
  • Demonstrates a functional understanding and practice of coaching and mentoring methodology and the ability to provide timely coaching and feedback to help co-workers and Subject Matter Experts strengthen a specific knowledge or skill area related to instructional design, technology, or process improvement.
  • Build relationships with leaders at all levels to identify improvement opportunities for training programs and initiatives.

Job Accountabilities
  • Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
