Kinesiology and Community Health

The Department of Kinesiology and Community Health (KCH) seeks a full-time (12-month) Visiting Director of Evaluation. This position will support the SWTCIE Illinois Project. Primary duties include developing and conducting an evaluation of the SWTCIE Illinois project performance that documents the relationship between participant engagement with specific Competitive Integrated Employment (CIE) practices and strategies implemented by the project and key outcomes.

Major Duties and Responsibilities

Project Evaluation

Identify emergent, innovative, and effective strategies for people with disabilities to choose competitive, integrated employment over subminimum wage employment.
Demonstrate how project activities increase the opportunity for SWTCIE Illinois participants to obtain CIE.
Document implementation, tracks changes, challenges, and solutions, collects feedback from participants and other stakeholders, and measures outcomes.
Develop and utilize a SWTCIE Illinois Database Management System that combines the Illinois DRS WebCM Case Service Report and project specific data.
Make project evaluation data available bi-annually for the annual performance report (October 1 – March 31) and end of year performance report (October 1 – September 30).
Collect and summarize data and report on the effectiveness of specific VR services and wrap-around services provided to SWTCIE Illinois program participants that transition to CIE.

Training & Technical Assistance

Develop and deliver career development-related technical assistance to State VR agencies to enhance their capacity to implement and sustain employment strategies to enable individuals with disabilities to achieve quality employment and career advancement.
Develop and deliver career development-related training to State VR agency personnel.
Develop and deliver training and technical assistance to Illinois Division of Rehabilitation Services staff.
Develop and disseminate career development-related technical assistance resources including fact sheets, article summaries, case study vignettes, literature reviews, presentations at state and national professional meetings, and manuscripts for submission to professional journals.

Qualifications

Required: Masters degree in Rehabilitation Counseling
Minimum of 5 years of work experience in providing vocational rehabilitation counseling services to individuals with significant disabilities, including individuals with intellectual and developmental disabilities.
Certification as a Rehabilitation Counselor (CRC) by the Commission on Rehabilitation Counselor Certification

Preferred: Doctoral degree in Rehabilitation Counselor Education
Minimum of 5 years of direct work experience in a State VR agency.
Experience in providing program evaluation services to State VR agencies.
Experience with 14c subminimum wage employment/sheltered workshops and supported employment services
Knowledge of intellectual and developmental disability services and mental health systems and their interface with State Vocational Rehabilitation agencies

Appointment Information
This position is a 100% full-time Visiting Academic Professional position. This is a full-time, benefits-eligible position of limited duration. As this position is grant funded, it is subject to the continued availability of funding and programmatic need. The expected duration is five years. The expected start date is July 1, 2023 or as soon as possible after the close of the search. Salary is commensurate with experience.
