Job Overview:

The Work Control Planner is an integral part of a large-scale construction project in Oak Ridge, Tennessee to ensure its safe and contract-compliant completion. The candidate should be a take charge person with sufficient multi-discipline craft knowledge to own and facilitate the generation and modification of Work Control Packages for a DOE construction project, including identification of work prerequisites, hold points, scope of work and task steps as well as ensuring development of applicable job hazard analysis (JHA). Candidate must be willing to commit to a long-term presence at the project site (2-4 years).

Key Responsibilities/Accountabilities:

• Understanding and working knowledge of the company work control, company standards, procedures and codes.
• Obtain the necessary information to understand the work scope, equipment to be utilized, result, requirements for disposition of waste (as required), steps necessary to obtain the result, and assist in identification of hazards and hazard controls.
• Prepare work planning (WP) documents and assisting in preparation of JHAs.
• Ensure only the most current version of work control documents are in use.
• Distribute work package documents to the appropriate field personnel for project execution.
• Identify prerequisite requirements if applicable (e.g., required personal protective
• equipment and/or permits, training, equipment, supplies).
• Ensure records management has received an electronic copy of the approved work package and supporting documents.
• Periodically auditing work control practices to ensure compliance with this work control plan and company procedures and policies.
• Performs other duties as required.

Basic Qualifications:

• Work within precise limits or standards of accuracy.
• Make decisions based on measurable criteria.
• 7 -10 years of relevant experience with DOE, DoD or Nuclear construction.
• Thorough understanding of industry and governmental regulations affecting product quality.
• Current Driver's license.
• Be able to read and interpret and verify contract specifications and apply to field execution.
• Experience on large scale DOE, DoD and other federal agencies' vertical construction projects and applicable regulations.
• Ability to obtain a Y-12 security badge.
• Ability to tightly manage schedules and budgets.
• Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and clients, as well as outside business associates.
• Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from clients, managers, staff, and the general public.
• Ability to utilize multiple word-processing, database and engineering applications including MS Office applications Word, Excel, and Access.
• Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks.
• Excellent proof-reading and writing skills.
• High degree of sensitivity regarding confidential client and employee information.
• Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, and capable of prioritizing workload.
