CHILD SUPPORT CASEWORKER – FRIEND OF THE COURT

Supervised By: Friend of the Court and Deputy Friend of the Court

Supervises: No supervisory responsibility

Position Summary:

Under the supervision of the Friend of the Court and Deputy Friend of the Court, collects and reviews financial data on parties involved in domestic relations actions. Applies established guidelines for support to financial summaries and calculates recommended support. Responds to inquiries related to the financial aspects of orders and the calculation of support.

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties, which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

1. Reviews and analyzes detailed financial statements of parents and recommends to the Judge payments for the parents to make for costs incurred on behalf of their child. Conducts financial disclosure conferences and request documentation to support financial statement and verifies as necessary. Assists clients complete a financial affidavit and reviews for completeness.

2. Conducts analysis of client financial data that may include a review of tax statements, unemployment, social security and workers’ compensation payment records, and other documentation in order to determine gross income of the party.

3. Audits financial data and determines need to impute wage in cases where income may not be reflective of the individual’s ability, background and history.

4. Utilizes established support guidelines and computer to calculate and recommend amount of child support, changes in the level of child support, medical payments and other payments. Makes recommendations to the Court regarding alimony.

5. Recommends medical provisions of court orders.

6. Responds to calls and correspondence from parties and attorneys concerning inquiries about financial forms, necessary data and documentation, the calculation of support, and related information.

7. Prepares, reviews and interprets court orders regarding financial issues. Verifies that orders are compliant with state and federal guidelines. Evaluates objections to determine whether to amend order or set hearing.

8. Updates client information for computer input. Updates files with data collected during financial investigation.

9. Interprets and calculates parenting time.

10. Researches and identifies case eligibility for support modification. Reviews list of cases identified for two-year reviews and schedules and follows-up on them.

11. Prepares orders for financial data for possible modification of child support obligations.

12. May prepare and present to the Court a history of the case and recommendations on appropriate modifications to the order.

13. Confers with parents, attorneys, related agencies, and others regarding domestic relations actions to answer procedural questions and provide specific case information related to child support modification.

14. Serves as Court Recorder for referee hearings. Records, maintains and marks exhibits during and after hearings. Schedules hearings for the referee.

15. Attends meetings training on MiCSES updates and Michigan Guidelines. Advises and teaches office staff of changes/updates to the formula and all other updates.

16. Performs other duties as directed.

Required Knowledge, Skills, Abilities and Minimum Qualifications:

Requirements include the following:

· High school diploma or equivalent and two years of experience in a Friend of the Court office or closely related setting.

· The County, at its discretion, may consider an alternative combination of formal education and work experience.

· Michigan Vehicle Operator’s License.

· Ability to learn the principles and practices of governmental court order enforcement for child support and care, and health care, basic accounting principles, and local, state, and federal laws, rules, and regulations governing the operations of the Friend of the Court office.

· Ability to learn the State of Michigan Friend of the Court system and court procedures and practices.

· Knowledge and skill in preparing and interpreting court orders, maintaining accurate records, and preparing and interpreting legal documents.

· Skill in assembling and analyzing data and preparing comprehensive and accurate reports.

· Skill in effectively communicating ideas and concepts orally and in writing.

· Ability to maintain confidentiality of sensitive information.

· Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, children and families and the public.

· Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.

· Skill in the use of office equipment and technology, including Microsoft Suite applications, database entry and the ability to learn new software programs applicable to the position.

While performing the duties of this job, the employee is regularly required to communicate in person and by telephone, read regular and small print, view and produce written and electronic documents, and enter data on a computer keyboard with repetitive keystrokes. The employee must be mobile in an office setting, stand, sit, stoop and kneel, use hands to finger, handle, or feel, and reach with hands and arms. The employee must lift or push/pull objects of up to 15 lbs. without assistance. Accommodation will be made, as needed, for office employees required to lift or move objects that exceed this weight.

The typical work environment of this job is a business office setting where the noise level is quiet and sometimes moderate.
