Develop and drive aligned federal policy priorities across the Novartis enterprise while demonstrating Novartis leadership in shaping key policy, regulatory and legislative issues including those that address health care access, pharmaceutical innovation, and drug pricing issues. Quantify financial impact of pending legislation/regulations across the Novartis enterprise.

Primary Responsibilities:
  • Establish and align on annual Novartis policy strategic plan for federal business, regulatory, and legislative priorities across the enterprise. Develop specific policy principles/strategies and communicate strategic intent/positions to internal and external audiences.
  • Engage with Federal and State Government Affairs colleagues (FGA, SGA), trade association partners, policy stakeholders, key opinion leaders, and other influencers to educate and communicate Novartis federal policy priorities. Areas of priority focus may include obtaining affordable access to Novartis products within federal government healthcare programs, preservation of economic incentives for research/development of pharmaceuticals, defense against drug price controls or other business restrictions on drug pricing, and other financially impactful legislative/regulatory proposals.
  • Ensure development and publication of Novartis public comments in response to federal regulatory process (Medicare IPPS, HOPPS, PFS, Part D, etc.). Align with internal business partners to ensure their business priorities are reflected in the public comment process. Anticipate and predict changes in regulatory policy as internal business leaders build their long-term strategic plans.
  • Identify strategic opportunities to develop external policy and advocacy relationships that will further the policy interests and positions of the Novartis business divisions.
  • Lead team of 2 associates in assessing and developing comprehensive policy positions, backgrounders, talking points, infographics, and other tools for use by FGA team in communicating with Members of Congress, federal regulators, policy influencers, and other external stakeholders.
  • Lead development of policy research agenda to identify emerging trends that would impact future legislative or regulatory proposals and develop proof points for Novartis positions. Partner with Head, Federal Government Affairs to prioritize development of external communication and education resources on key policy issues.
  • Secure development/maintenance of innovative strategic analytical framework and predictive financial modeling system to forecast business impact of legislative and regulatory actions.
  • Partner with external experts and internal colleagues in finance, corporate strategy, and market access functions to ensure alignment on model design and process for incorporating customer insights while ensuring consistency with Novartis strategic focus.
  • Develop forward-looking predictive analytics to capture changes in future product portfolio and changes to external government and commercial reimbursement environments. Advise Novartis leadership of potential economic and business impact and provide operational recommendations for alternative solutions to Executive Committee Novartis (ECN) and US Country Leadership Team (CLT).
  • Manage process to prepare briefing materials for Novartis Board representatives to key trade associations (PhRMA, BIO, National Pharmaceutical Council, etc.) and serve as Novartis point of contact for key PhRMA policy workgroups.

The pay range for this position at commencement of employment is expected to be between $222,400 and $333,600 per year; however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. The total compensation package for this position may also include other elements, including a sign-on bonus, restricted stock units, and discretionary awards in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave), dependent on the position offered. Details of participation in these benefit plans will be provided if an employee receives an offer of employment. If hired, employee will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors

Minimum requirements

Minimum requirements:
  • This position will be located at either the NJ or DC site and will not have the ability to be located remotely.

What you'll bring to the role:
  • Bachelor's degree is required. Master’s degree or a Juris Doctor is preferred.
  • Minimum 15+ years of professional experience with at least 7+years of related public policy, pharmaceutical policy, quality policy, or government experience.
  • Deep understanding of pharmaceutical industry issues and regulatory/legislative processes required.
  • Demonstrated ability to significantly influence critical policy and/or business issues.
  • Proven ability to communicate business critical information at senior levels and to reconcile multiple stakeholder views.
  • Understanding of organization, internal & external relationships & extensive knowledge of external market.
  • Provide creative solutions to complex issues affecting the healthcare industry.
