Duties and Responsibilities


  • Assists the Director of Workforce Innovation in systemwide planning, management and implementation of long-range goals and policies related to workforce development.
  • Leads implementation of internal and extramurally-funded grant programs to develop employment pathways to in-demand living-wage jobs and train displaced workers.
  • Leads project team to achieve grant objectives, advancing workforce development priorities of the University of Hawaii (UH) and State of Hawaii.
  • Collaborates with representatives from UH Community Colleges (UHCC), UH system offices, other higher education institutions, Workforce Development Council, employers, industry associations and community partners to align grant activities as strategic resources and actions to advance workforce development for economic recovery.
  • Manages workplan and budget for extramural grants. Meets grant deliverables.
  • Maintains relationships with grant sponsor.
  • Manages UHCC systems to award and document micro-credentials and industry-valued credentials.
  • Collects, analyzes and presents quantitative and qualitative data and research to inform planning, evaluation, reporting and continuous improvement for workforce development initiatives.
  • Coordinates evaluation activities with UH system and Workforce Development Council.
  • Manages project advisory group.
  • Updates UH administrators on actions related to needs, policies, best practices, implementation status, and improvement initiatives for workforce development and the federal grant.
  • Analyzes, interprets and implements UH, state and federal guidelines as they pertain to implementation of workforce development initiatives and the federal grant.
  • Communicates with a variety of audiences including policymakers, advocacy groups, employers, UH administrators, faculty, staff and students, and grant partners.
  • Supervises staff responsible for planning, implementation and improvement of workforce development initiatives and grant activities.
  • Other duties as assigned


Minimum Qualifications
  • Possession of a baccalaureate degree in Business Administration, Education, Arts & Sciences or related field and 5 year(s) of progressively responsible professional experience with responsibilities for program and/or project management and implementation; or equivalent education/training or experience.
  • Considerable working knowledge of principles, practices and techniques in program and/or project management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with program and/or project management and education.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Demonstrated experience leading projects successfully that involved partners from different sectors and achieved measurable outcomes.
  • Experience developing and managing project budgets.
  • Experience managing workforce and/or education grants.
  • Experience developing and managing effective partnerships with diverse groups of stakeholders, such as higher education administrators, faculty and students, employers, industry associations and community-based organizations.
  • Experience developing and managing work-based learning experiences for students.
  • Experience recruiting and managing program participants.
  • Demonstrated ability to collect and analyze qualitative and quantitative data including labor market information, administrative student information and surveys.
  • Demonstrated ability to understand and follow complex oral and written instructions.
  • Demonstrated ability to communicate effectively orally and in writing including making formal presentations and producing data-based reports.
  • Demonstrated ability to achieve deliverables on time and with quality.
  • Strong interpersonal, written communication, speaking, planning, problem solving and organizational skills.
  • Knowledge of current and emerging research and policy about workforce development, career and technical education, and continuing education.

Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Desirable Qualifications
  • Experience with the University of Hawaii systems, policies and procedures.
  • Experience with the Research Corporation of the University of Hawaii, policies and procedures.
  • Experience working with University of Hawaii’s academic and/or continuing education programs.
  • Experience working with higher education faculty, staff and administrators.
  • Experience developing and managing effective partnerships with Hawaii employers, industry associations, labor unions, and/or government agencies.
  • Knowledge of higher education research and/or initiatives about student success.
  • Knowledge of undergraduate student and academic support services including admissions/enrollment, financial aid, student advising processes, and tutoring.
  • Commitment to, knowledge of, and/or experience with the mission and purpose of the University of Hawai'i to position it as a leading indigenous-serving higher education institution.
  • Possession of master's degree.
