General Description


The City of Albany Public Works Department, Operations Division, is currently accepting applications for a vacant Wastewater Maintenance II position. This position performs a variety of semi-skilled and skilled maintenance and construction work and operate a variety of equipment in the construction, operation, repair, maintenance, and replacement of City wastewater collection systems and storm drainage facilities and systems. The Wastewater Maintenance II is distinguished from lower-level Wastewater Maintenance positions by the performance of skilled duties.

POSITION INCENTIVES

  • Salary Incentive
    : Possession of current Oregon Wastewater Collections Operator certification:
  • Level I receives 1.5% incentive
  • Level II receives 3% incentive
  • Level III receives 4.5% incentive
  • Level IV receives 6% incentive

  • Clothing Allowance
    : 5 T-shirts; 5 blue jeans or work shorts; 1 winter-weight coat; 1 sweatshirt/fleece shirt; 1 set rain gear with reflective striping; 1 pair steel-toed safety boots; 1 pair rubber boots; 1 pair coveralls.
  • CDL and CDL Training: For the successful candidate hired into this position who does not possess a CDL at the time of hire, the city will pay the third-party costs for the new employee to attend any Entry-Level Driver Training required by the FMCSA. As a condition of the City advancing these trainings costs to attend Entry-Level Driver Training, the employee will be required to sign a written agreement that they will remain employed by the City for two full years (24 months) after obtaining their CDL or repay the City for the full cost of training. Repayment will be required should the employee resign, retire, or otherwise voluntarily separate from City employment within the 24-month period after obtaining their CDL. For new hires who have a valid CDL at the time of hire, the new hire will only be eligible for reimbursement of any applicable renewal fees.
NOTE: This position is full benefits eligible. Out-of-pocket cost for medical, dental, and vision coverage is approx. $45/mo. for employee only coverage up to a max of $130/mo. for family coverage.

Essential Functions/Duties & Responsibilities

The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed.   • Inspects, maintains, and/or repairs wastewater collection and storm water drainage systems at frequent intervals to ensure that all aspects of the system are functioning properly.
  • Maintains a variety of records relating to inspections, maintenance activity, etc.
  • Determines the locations of gas, telephone, power, television, water, and sewer lines from the appropriate sources prior to excavation.
  • Responds to complaints regarding plugged sewers, flooding, sinkholes, and odors; evaluates situation; explains findings to lead worker or supervisor.
  • Responds to after-hour emergencies.
  • Contacts residents and business owners in area where services will be interrupted and explains when services will be shut off, how soon it will be turned back on, or when repairs will be completed.
  • Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment, materials, gravel, and sand.
  • Operates Cleaner Truck, which includes flushing lines, sucking debris out of lines and catch basins, and performing vacuum excavations.
  • Operates TV Van, which includes both operation and maintenance of camera and performing the TV reports.
  • Performs routine inspection and preventive maintenance on assigned equipment and tools and refers defects or needed repairs to supervisor; cleans equipment.
  • Operates construction vehicles and equipment and power equipment, such as jetter/inductor truck, backhoe/loader; also operates specialized equipment for televising pipe interiors and locating underground utilities.
  • Performs all duties in conformance to appropriate safety and security standards.
  • Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, pipe repair and laying, backfilling, and surface restoration.
  • Assists in the training of lower level employees to increase their skills in the maintenance, construction, and repair of water, sewer, street, and storm draining facilities.
  • Services sewer lift stations, other pumps, air release valves, and other valves/appurtenances.
  • Maintain professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.
  • May be assigned to work on the Water Distribution, Street Maintenance, or Building Maintenance crews.
  • Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
  • Serves as a member of various City committees as assigned.
  • Assists other staff in the performance of their duties as assigned.
  • Maintains regular job attendance and adherence to working hours.
  • Operates a motor vehicle safely and legally.
  • Performs other related duties as required/assigned.

This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.


Qualifications & Requirements


Education and Experience:

High School Diploma or its equivalent and two (2) years of job related experience in construction, maintenance, or repair of sanitary sewers or storm water systems; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Special Requirements:


  • Possession of or ability to obtain a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement within 1 year of job placement.
  • Possession of or ability to obtain a valid Oregon Wastewater Collection Level II certification within 1 year of job placement.
  • Possession of OSHA Competent Person Training certificate, confined space entry certificate, flaggers certification, and lift truck permit preferred.
  • In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City's Drug & Alcohol testing program.
  • The individual shall not pose a direct threat to the health or safety of themselves or others.
Knowledge, Skills, and Abilities:
  • Knowledge of equipment, facilities, materials, methods, and procedures used in sanitary sewer or storm water maintenance, construction, and repair activities.
  • Skill in operation of listed tools and equipment used.
  • Ability to perform heavy manual tasks for extended periods of time.

  • Ability to establish and maintain effective working relationships with employees, other departments, and the public.

  • Ability to operate highly technical computer applications, such as GIS or CAD.
  • Ability to operate and repair small/light equipment, such as power tools.
  • Ability to operate and repair medium equipment and machinery, such as vehicles or commercial mowers.
  • Ability to operate and repair heavy or complex machinery, such as HVAC systems, construction equipment, or water plants.
WORK ENVIRONMENT

The work environment is regularly outdoors in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and rick of electrical shock. The employee frequently works in utility excavations and occasionally enters confined spaces (such as manholes). The noise level in the work environment is usually loud. This position may regularly be required to work evenings and weekends.
