JOB SUMMARY/ROLE:

The Rancho San Antonio (RSA) Office of Refugee Resettlement (ORR) Youth Care Worker is responsible for the direct supervision of unaccompanied children (UC). The ORR Youth Care Worker effectively supervises and provide guidance to UC and implements Rancho’s trauma informed treatment guidelines. ORR Youth Care Workers are responsible to assist in developing an atmosphere within the living unit that encourages UC to learn to make appropriate choices, use judgment, and increase chances of functioning successfully within the community. ORR Youth Care Workers’ role is key in the positive development of UC in care. They work in a team model to assist UC in developing regulation/life skills and supports a permanency plan which has a primary goal to connect UC to the custody of parents, other family members, or sponsors who can care for the UC’s physical and mental well-being. The ORR Youth Care Worker demonstrates knowledge of trauma informed care and infuses RSA adopted trauma informed framework, Attachment, Regulation and Competency (ARC) in their daily interactions with staff and Unaccompanied Children (UC).

SUPERVISED BY: ORR Residential Program Manager/Lead Youth Care Worker

SCHEDULE:Full-time 40 hours/week

Shift #1 Sunday 1pm -11pm, Monday 1pm-11pm, Tuesday 10am-8pm and Wednesday 10am-8pm

Shift #2 Wednesday 1pm- 11pm, Thursday 10am-11pm or 10am-8-pm, Friday 1pm-11pm or 10am-8-pm, Saturday 9am-9pm or 1pm-11pm (Friday and Saturday late nights rotate every other week)

Shift #3 Split shift Monday-Friday- 6am-8-am and Friday-Thursday 5pm-11pm (this positions comes with a potential room on campus)

QUALIFICATIONS:

1. Aged at least 21 years

3. Valid California Driver’s License must be cleared by DMV record check, and proof of

5. Bi-lingual/Bi-literate in Spanish or other threshold language preferred.

6. At least 1 year of employment experience in the child welfare field working with children and/or adolescents.

7. Demonstrates professional and effective communication abilities, including the completion of written reports and initiating verbal communications with Unaccompanied Children (UC), appropriate sponsors, and inter and intra-agency personnel, and exhibits an ongoing ability to engage formal and informal supports on behalf of UC.

8. Possess the relevant experience and/or qualifications to work with UC and/or children with special needs including trauma histories.

9. Must fulfill all requirements of employment, including clearance of all required background records (e.g., Department of Justice, Child Abuse, California Community Care Licensing, County Sanction List, etc.), professional reference checks, physical examination with TB test, vaccinations (or authorized exemptions), and drug screening.

One of the following requirements prior to employment is preferred:

§ Have a Bachelor of Arts or Sciences Degree;

§ Have a valid Child Development Teaching Permit;

§ Have completed 12 semester units of Early Childhood Education, Adolescent Development, or Foster and Kinship Care Education and have at least 100 hours of experience working with youth;

§ Have a valid certificate as an Alcohol Counselor, Drug Counselor or Alcohol and Drug Counselor, and have at least 100 hours of experience working with youth;

§ Have a valid Vocational Training certificate, credential or documentation demonstrating that the individual is a trade journeyperson who instructs children in vocational skills and have at least 100 hours of experience working with youth

ADDITIONAL QUALIFICATIONS:

Able to show proof of immunity to vaccine-preventable diseases transmitted by the respiratory route if working directly with UC:

· Varicella: two doses of varicella vaccine (at least 4 weeks apart) OR born in the United States before 1980 with a reported history of chickenpox (verified by an adult present at the time of illness) OR titers indicating varicella immunity OR documentation from healthcare provider verifying previous infection.

· MMR: two doses of MMR vaccine (at least 4 weeks apart) OR titers indicating immunity to all three diseases

· DTaP or DTap: Complete primary vaccination series. If primary vaccination series completed in childhood, one DTaP dose in adulthood.

· Influenza: one dose annually during flu season.

· COVID-19: Fully vaccinated against COVID-19 (two doses of Pfizer-BioNTech; or 2two doses of Moderna; or one dose of Janssen), with appropriate boosters if they become necessary. An individual is considered fully vaccinated 2 weeks after their final dose. Additional dose(s): a third vaccine dose for certain groups of people, or booster dose(s) as recommended by the Centers for Disease Control and Prevention

Must have the visual, physical, and technical ability to independently operate a variety of office

equipment including the use of a computer. All agency employees, regardless of position, serve

as role models for clients, staff, and members of the community. Therefore, each employee must

always be emotionally stable and able to function effectively with children, adolescents and adults

who may have mental or behavioral health problems. They must be able to demonstrate,

appropriate expression of emotions, as well as appropriate role modeling. Hostility, aggression and unnecessary or inappropriate physical actions as well as inappropriate emotional expressions are

not acceptable.

JOB DUTIES:

Serve as a member of UCs’ treatment team and work in a collaborative team based approached with the treatment team of the UC.

As an ARC interventionist, provide trauma-informed, culturally sensitive therapeutic interventions in collaboration with the treatment team.

Remain curious, objective, and professional with respect for the UC when addressing behaviors and utilizing effective responses.

Use active roving style of supervision to implement routines and rhythms established in the milieu (being fully present, attuned, and engaged as directed by the ORR Residential Program Manager or Lead worker on duty). Know at all times where UC under your care are and that they are properly supervised.

Present a confident, balanced, authoritative (not authoritarian) presence in order to be a stabilizing influence on the UC and milieu. Utilize ARC trauma informed principle of Caregiver Affect Management to be aware of own emotional responses to UC behaviors so as to meet the needs of the UC and underlying needs of the UC behaviors.

Appropriately address UCs’ disruptive/unhealthy/inappropriate (dis-regulated) behaviors and do so with self-awareness (Being Proactive vs Reactive).

Have meaningful conversations with UC to build UC capacity for forming healthy relationships/attachments. Increase opportunity for choice and empowerment.

Demonstrate motivation for learning, developing, and utilizing ARC trauma informed principles (such as “being curious not furious”, “check yourself before you wreck yourself”, attuning to UC and coworkers feeling state, utilizing supervision and team to develop caregiver affect management, etc.)

9. Maintain a professional presence and attitude by being open to developing an increased

self-awareness, healthy verbal, emotional, & physical boundaries. Presenting a non-judgmental response to UC behavior and history.

Adhere to schedules and duty time.

Observe of safety rules and drive responsibly.

Carry out assigned tasks to completion without reminder and demonstrate ability to solve problems.

Show concern for the upkeep of physical plant through maintaining high standard of cleanliness, completing work orders as needed and adhering to agency policy regarding shared agency equipment.

Adhere to daily activities responsibilities through accountability for UC in care, punctuality, and enforcement of lobby for school/ medication/shower period/ activities/bedtime/appointment times.

Adhere to all training requirements.

Based on program needs, same day or overnight travel may be required.

17. Keeping prescribed records such as team logbook, incident profiles, missing person reports, etc.

18. Attendance and participation in daily team meetings, trainings, and programming.

19. Supervise dorm outings and recreational activities.

20. Keep all sensitive medical and mental health information confidential in accordance with Health Insurance Portability and Accountability Act (HIPAA).

Be aware of and enforce general Rancho San Antonio resident policies, rules, and regulations, including mandated reporter requirements/expectations.

Based on program needs, same day or overnight travel may be required.

In the course of performing this job, the incumbent must be able to lift heavy objects and be able to interrupt physical altercations.
