Chief Operations Officer

POSITION SUMMARY

The Chief Operations Officer (COO) of Kelberman is responsible for the management and oversight of day-to-day Program operations as well as assigned Administrative functions of the organization including Human Resources and Information
Technology. Through leadership of an Executive level team and their direct reports, the COO will execute programmatic strategy alongside the CEO; assisting the CEO in guiding the successful growth and expansion of Kelberman as a regional center of excellence for persons with Autism and related Intellectual and Developmental Disabilities.

The COO is responsible for the successful attainment of short and long term operational goals and objectives of Kelberman.
The COO monitors and evaluates the organization’s operational effectiveness; and designs, recommends and maintains the organizational structure to achieve the Kelberman’s strategic goals. The COO performs ongoing analysis of operations against annual performance goals and objectives. The COO contributes to the development of Kelberman’s strategic plan.

ESSENTIAL RESPONSIBILITIES
Role responsibilities include but are not limited to the following:

  • Oversee, manage and control the operations, staffing and service provision systems provided by Kelberman.
  • Responsible for all program, clinical and business operations the Chief Operating Officer will also be responsible for developing, monitoring, and maintaining organizational excellence and will work with the CEO to develop measurable program improvements and goals, the COO will be responsible for these outcomes.
  • Oversee the Vice President Executive leadership responsible for OPWDD programs including residential, home and community-based services, employment services, community habilitation and respite and recreation programs.
  • Oversee operational support departments including Human Resources and Information Technology to ensure programmatic, regulatory, compliance and quality functions and performance.
  • Monitor the quality and productivity for the full scope of services provided by Kelberman through oversight of operational program supports and systems, such as service intake /customer management processes, staff training/curriculum development, and family supports/navigation.
  • Establish and maintain processes and systems for the tracking, evaluation and reporting on operational plans within agreed upon parameters and timeframes.
  • Develop extensive network of colleagues both within our organization and in the field in order to keep up with the requirements of rapidly expanding organizations.
  • Provide proactive leadership in the development, support and achievement of Kelberman’s short- and long-term goals and objectives.
  • Establish positive and constructive partnerships with key regulatory, professional and community resources, including referral sources, local and municipal representatives, legislative and regulatory linkages, parents and others.
  • Oversee, prepare and maintain the timely completion of all necessary reports (written and oral) to the CEO, Board of

Directors and regulatory agencies and funding sources as required.

  • Establish a positive work environment through collaborative team work and positive communication in alignment with Kelberman’s culture, values and mission.
  • Represent Kelberman and attend community events and meetings as needed.
  • The COO will assist with recruiting for any and all new vacant program, operational, clinical or leadership positions.
  • Develop and execute strategy, policy and processes for the organization.
  • Communicates ideas and goals clearly and is an active listener.
  • Ensures that information is effectively communicated and shared throughout the organization.
  • Leads the team including providing coaching and feedback, interviewing, hiring, new employee onboarding, conducting performance evaluations, discipline, and termination.
  • In partnership with HR, resolves personnel problems in a fair, timely and consistent manner.
  • Ensures compliance with all pertinent government and agency regulations and operating standards.
  • Other duties as assigned.

EDUCATIONAL REQUIREMENTS/QUALIFICATIONS/EXPERIENCE

  • Completion of a Bachelor’s degree required in relevant field.
  • Master’s degree in relevant discipline preferred and/or equivalent experience.
  • Minimum of five (5) years of progressively responsible management experience in the field of IDD/ healthcare services, including executive level oversight of OPWDD/IDD or healthcare programs.
  • Demonstrated proficiency in the areas of quality assurance, fiscal management and regulatory compliance of programs and services for persons with significant development and/or healthcare needs.
  • Outstanding written and verbal communication skills.
  • Demonstrated proficiency in organizational management, systems development, continuous quality improvement and strategic planning.
  • Valid NYS driver’s license
  • Knowledge of basic computer programs. Including all Windows programs, Adobe Acrobat, Outlook, Microsoft Office suite, PowerPoint, Internet Browser, Access, Word and Excel.
  • HRIS and EHR systems applications preferred.

WORK ENVIRONMENT & PHYSICAL DEMANDS

  • Job related tasks may involve possible exposure to blood, body fluids, tissue or spills or splashes from these substances. May have exposure to unpredictable individuals and situations when working at Kelberman Center sites.
  • OSHA exposure category l.
  • The employee frequently is required to stand, walk and sit. Must be able remain in a stationary position for extended periods of time.
  • Must be able to bend, twist, reach with fingers and arms.
  • Must have the ability to lift up to 25 pounds.
