Duties

As a Senior Native American Program Specialist, you will:

  • Provide program, administrative and technical support to Office of Native American Programs Deputy Assistant Secretary(DAS), Associate Deputy Assistant Secretary(ADAS) and Headquarters and Area Office and personnel with respect to a wide variety of matters that impact efficient operations within the Office of Native American Programs: including, but not limited to sensitive pre-decision managerial personnel matters, training, contracts, budget planning and execution, travel, cross cutting initiatives, and other program, administrative or operational tasks.
  • Independently initiate and perform complex assignments and coordination.
  • Prepare training, travel, and other administrative budgets during budget cycle. Coordinate with the Director of Headquarters Operations, Director of Field Operations, and the National and Area Office Directors and/or Administrators to gather inputs for budget documents, establish budget cycles and determine how funds will be allocated and expended for training during the year.
  • Serve as the primary liaison between contractors and ONAP personnel.
  • Research a wide variety of program related issues and develop, implement, and monitor projects and initiatives from a national perspective, which are intended to stimulate, develop interest in, and improve the utilization of HUD programs in Indian Country or that are related to the functioning, performance, or accountability of ONAP Operations.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

  • Organizing or participating in consultation with tribal leaders; AND
  • Providing advice and guidance on program effectiveness and efficiency; AND
  • Presenting and reporting on program objectives to senior officials. AND
  • Analyzing data for budget and program management trends.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
